Since this advice letter is being submitted in compliance with a Commission decision, a Commission resolution to approve this advice letter is not necessary. The Bolsa Chica Planned Community consists of a proposed development of 1,235 residential units on approximately 220 acres of the Bolsa Chica Mesa. Decision 00-10-029 granted SCWC a Certificate of Public Convenience and Necessity to expand its West Orange County System to include the Bolsa Chica Mesa Planned Community. Ordering Paragraph No. 2 states SCWC shall file a tariff service area map applicable to the extension service area certified within 60 days after the effective date of the decision. Advice Letter 1085 -WA -2- December 8, 2000 The actions requested in this advice letter are the subject of an application filed by Bolsa Chica Land Trust for rehearing of Decision 00-10-029, filed with the Commission on or about November 9, 2000. This application is still pending and no rulings have been made. A protest is a document objecting to the granting in whole or in part of the authority sought in this advice letter. A response is a document that does not object to the authority sought, but nevertheless presents information that the party tendering the response believes would be useful to the Commission in acting on the request. A protest must be mailed within 20 days. It must state the facts constituting the grounds for the protest, the effect that approval of the advice letter might have on the protestant, and the reasons that protestant believes the advice letter, or a part of it, is not justified. If the protest requests an evidentiary hearing, the protest must state the facts the protestant would present at an evidentiary hearing to support its request for whole or partial denial of the application.
