SUBJECT: PLANS AND SPECIFICATIONS FOR CITY FACILITIES
ROOF REPAIR/REPLACEMENT PROJECT
SUMMARY OF REQUEST:
That the City Council approve the plans and specifications for the City Facilities
Roof Repair Project, CIP No. BG1801; City Yard Roof Repair Project, CIP No.
SS1801; West End Pump Station Roof Repair Project, CIP No. SD1801 and
authorize the solicitation for bids.
BACKGROUND AND ANALYSIS:
The severity of the winter storm season of 2016 / 2017 resulted in many of the
City facilities roofing systems developing leaks. Upon closer inspection, staff
concluded that major sections of these roofing systems had been damaged
during these storms and were in need of repairs and /or replacement. As such,
staff included these necessary repairs in the Capital Improvement Project Budget
for fiscal year 2017 -2018. The City facilities in need of roof repairs /replacement
are listed below:
1. Mary Wilson Library/Senior Center
2. West End Pump Station
3. Seal Beach Police Station
4. City Hall
5. Public Works Yard
A State of Emergency ( "Declaration ") was declared by Governor Brown in
January 2017 in response to the statewide damage that several large record
setting winter storms had inflicted on the State. As a result of this Declaration,
The Federal Environmental Management Agency (FEMA) made federal funds
available to local agencies for repairs of storm damaged facilities.
As a result, the City had the opportunity to seek reimbursement from FEMA for
damages that were caused by the storm. Staff worked very closely with
representatives from FEMA to submit very detailed records on all damages that
occurred. Unfortunately, following recent storm related events on the east coast,
FEMA has informed the City that there is not funding available for the City's

requested repairs. If staff had been successful in securing these funds from
FEMA, it would have represented a significant cost savings to the general fund.
As funding from FEMA is no longer an option, the City is now prepared to move
forward with a project to perform the necessary repairs. The plans and
specifications for City Facilities Roof Repair /Replacement Project have been
completed and approved by the Deputy Director of Public Works /City Engineer
and staff is ready to solicit bids. Plans and specifications are available for review
in the Public Works Department.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved as to form.
FINANCIAL IMPACT:
In the approved FY 2017/18 Budget a total of $442,700 was allocated for this
Project. A detailed breakdown of the Project budget by funding source is
provided below:

*A total of $200,000 was allocated in the FY 2017118 for West End Pump Station (WEPS)
Improvements, Project Number SD 1801 based on Audit recommendations including replacement
of the station roof. This $40,000 cost represents the estimated amount for the WEPS roof
replacement and is being deducted from the $200,000 total WEPS improvement budget.

RECOMMENDATION:
That the City Council approve the plans and specifications for the City Facilities

SS1801; West End Pump Station Roof Repair, CIP No. SD1801 and authorize
