BACKGROUND: Orange County Transportation Authority (OCTA), in cooperation with the State of California Department of Transportation ( Caltrans), is implementing improvements to the 1 -405 Freeway between the SR -73 and 1 -605 Freeways. The project includes the addition of one (1) mixed -flow lane and one (1) express lane, and the conversion of the existing High Occupancy Vehicle (HOV) lane to an express lane. OCTA has been working with Caltrans and the corridor agencies on various elements of the project, including the Project Aesthetics and Landscape Master (PALM) Plan. One component of the design plans is the PALM Plan. The PALM includes treatments proposed for bridges, retaining walls, and sound walls throughout the corridor. The only bridge that will be affected by the 1 -405 Improvement Project in Seal Beach is the Seal Beach Boulevard Bridge Overcrossing. OCTA's team is proposing four (4) Community Identifier /Art Panel Monuments for this bridge. These will be located over the columns at both ends of the bridge. The freeway side of the monument will allow for the placement of the City logo. On the street side by the sidewalk, there is potential for artwork to be displayed. Attachment A shows conceptually the location of the logo and artwork. Staff has attached a few sample City logos that have been used in the past. See Attachment B. For the artwork, OCTA seeks direction on elements that would be incorporated in Art Panel Monuments. Some elements may include, but not limited to, a pier, shoreline, waves, beach, and sunset or any combination thereof. Agenda Item K Once the City provides direction to OCTA's design team for the logo design and artwork, OCTA will take the input and prepare two (2) draft logos and two (2) draft artworks. Staff will then present the drafts to the City Council at a future meeting for final approval. Staff is seeking City Council's direction for the 1 -405 Freeway aesthetic treatments for incorporation that will be used for the 1 -405 Freeway Project. Construction is expected to start in early 2018. ENVIRONMENTAL IMPACT: There is no environmental impact associated with this item. LEGAL ANALYSIS: A legal review is not required for this item.
