Subject: RECOMMENDED USE OF CALIFORNIA LAW
ENFORCEMENT EQUIPMENT PROGRAM (CLEEP)
HIGH-TECHNOLOGY GRANT
SUMMARY OF REQUEST
Approval is requested for the expenditure of funds provided through the State Controller's Office
for high-technology equipment.
The State Controller has allocated a grant of $109,472 dollars to the City of Seal Beach for the
purpose of technology development. The grant was based on our city population as estimated by
the Department of Finance. These funds must be used to supplement existing services, and
cannot be used to supplant any existing funding for law enforcement services provided by that
entity.
It is recommended that these funds be spent on the following listed projects:
1. 800 MHz law enforcement radio system equipment to include the following items:
• Two additional dual -head motorcycle radios.
• Eight properly configured radios for police administration and detective use.
• Three hand-held portable radios.
Our original radio order was based upon the understanding we would need to purchase additional
radios if and when we found a funding source. This grant will allow us to now meet the
minimum radio needs for the police department.
2. Computer Aided Dispatch (CAD)/Records Management System (RMS) Upgrade
Working in conjunction with Los Alamitos and Cypress Police Departments and West -Comm,
we are researching computer aided dispatch and records management options with the goal of
improving service to the community and increasing the functionality for personnel assigned to
the City of Seal Beach Police Department. These funds will be used to support the purchase of a
new CAD/RMS application and/or enhance the existing system to be consistent with state-of-the-
art law enforcement communications and data management.

3. Reverse 911 System
Reverse 911 is a communication software program which offers the Seal Beach Police
Department the capability of notifying any or all parts of the community, including residential,
civic and business, of issues related to public safety/emergencies or which may be critical to an
affected area through West -Comm. This is an improvement in terms of service levels and should
prove invaluable in times of critical incidents and disasters.
One computer server and related equipment is required to facilitate management of this program
4. A -TIP Video Project
The A -TIP video project is a real-time video data transmission project designed to enhance
public and officer safety as officers respond to emergency calls for service at locations equipped
with a monitoring system. In cooperation with corporate sponsors Seal Beach has developed and
deployed a limited "proof of concept' application.
The purchase of added equipment, including a radio and camera equipment, will allow for a
portable unit available for demonstration and disaster use.
FISCAL IMPACT
There is no negative fiscal impact to the City of Seal Beach.
RECOMMENDATION
It is recommended that this report be accepted by the Council as the required recommendation
for the use of California Law Enforcement Equipment Program (CLEEP) Hi -Technology Grant
funds of $109,472 by the Chief of Police.
