Roberts, City Clerk ORAL COMMUNICATIONS Mayor Massa-Lavitt opened oral communications. Speakers: None. There being no requests to speak, Mayor Massa-Lavitt closed oral communications. Beatley, Director of Finance/City Treasurer Steve Myrter, Director of Public Works/City Engineer Crystal Landavazo, Interim Community Development Director Robin L. Roberts, City Clerk City Clerk Roberts read into the record that the following items were received after the posting of the agenda: PowerPoint regarding the pier fire incident from the Public Works department, and email communications, attachments and a chart from Robert Goldberg regarding Item C. PRES E NTATI ONS/RECOGNITIONS Orange County Fire Authority Award of Lifesaving Certificate Domestic Violence Awareness Month Proclamation Certificate of Recognition — Lions Against Graffiti Pink Patch Project — Breast Cancer Awareness Seal Beach Pier Update ORAL COMMUNICATION Mayor Massa-Lavitt opened oral communications. Speakers: Bill Ayres spoke regarding safety concerns and police staffing levels. Robert Goldberg spoke regarding Item C. Shannon Switzer spoke regarding the upcoming Seal Beach Chamber of Commerce Governmental Affairs Committee on October 12'", and thanked Finance Director Beatley for representing the City for another year on the Chamber Board. CITY ATTORNEY REPORT City Attorney Steele indicated that the City Council met in Closed Session and considered the one item listed on the agenda. Staff provided a report. No reportable action was taken. CITY MANAGER REPORT City Manager Ingram introduced new Maintenance Services Supervisor, Joe Talarico. Supervisor Talarico addressed the Council. City Manager Ingram then discussed the successful Staff Development Day. COUNCILCOMMENTS Council Member Moore stated that he hosted a District 2 community meeting, and he thanked Chief Miller and Commander Phil Gonshak for their participation in the event. He also thanked the Public Works department for repairing the bridge in College Park West. He stated his attendance at the Edison Garden cleanup on Saturday. Mayor Pro Tem Varipapa stated his attendance at the "Coffee with Cops" event and thanked Chief Miller, the police department staff, and Doc's Pie Shop for participating in the event. Council Member Deaton welcomed Maintenance Services Supervisor Talarico. She thanked the owner of Doc's Pie Shop for contributing to the "Coffee with Cops" event. She encouraged residents and Staff to collaborate on various ways to address safety problems. Council Member Sustarsic thanked Maintenance Services Supervisor Talarico for effectively addressing a community member's concerns. She stated her attendance at the West Orange County Women's Conference, recognized panel members, and extended congratulations to Council Member Deaton for being selected as "Woman of the Year" for Seal Beach. She also stated her attendance at the Los Alamitos Unified School District State of the Schools event, and the opening of the Zedler Marsh trail. Mayor Massa-Lavitt noted an upcoming "Coffee with Cops" event at Starbucks on Seal Beach Blvd., on October 17'" at 4:00 p.m. She stated her attendance at a meeting with Leisure World conducted by the Air Quality Management District (AQMD). She stated that AQMD has started a three-year program to measure the effects on humans of particulates in the air, and that 50 Leisure World residents will be using monitors as part of the study. She noted that residents outside of Leisure World can contact her if they would like to participate. COUNCIL ITEMS There were no Council items. CONSENT CALENDAR Deaton moved, second by Moore, to approve the recommended actions on the Consent Calendar. A. Regular City Council meeting September 25, 2017 minutes — Approve by minute order. B. Demands on City Treasury (Fiscal Year 2017) — October 9, 2017 — Ratification. AYES: Massa -Lavin, Varipapa, Deaton, Moore, Sustarsic NOES: None ABSENT: None ABSTAIN: None Motion carried ITEMS REMOVED FROM THE CONSENT CALENDAR None PUBLIC HEARING There were no public hearing items. UNFINISHED/CONTINUED BUSINESS There were no unfinished/continued business items. NEW BUSINESS C. Active Transportation Program Grant for the Lampson Avenue Bike Lane Gap Closure Project - Direction to staff to increase the Active Transportation Program Grant's required local agency matching funds from 20 percent to approximately 50 percent of total project costs and pursue the Lampson Avenue Bike Lane Gap Closure Project. Director Myrter provided a comprehensive staff report. City Manager Ingram stated the staff recommendation, noting that the issue will be revisited in December regarding awarding of the grant and appropriation of funds. Council Member Deaton clarified with Director Myrter that the reason the numbers presented by a resident during oral communications displayed a deficit regarding Item C were because those figures did not take into account the $1.8 million in grant funding. Director Myrter clarified for Council Member Sustarsic that not all streets listed may be altered if they are evaluated and alterations are deemed unnecessary. Council Member Sustarsic commented that she feels this is a worthwhile project, as the current state of Lampson Avenue makes it difficult to give bicyclists safe room to ride. Director Myrter clarified the project budget for Mayor Pro Tem Varipapa. He also stated that the vehicle lanes will retain their width of 12 feet. Director Myrter clarified for Council Member Moore that the budget numbers are based on inspections and computer projections. He also noted that bicyclists will have safe exit points once they reach Seal Beach Boulevard, and that this project addresses a legitimate safety issue. Director Myrter clarified for Council Member Sustarsic that there is a chance that the City will have a balance on this project upon completion, and that designation of leftover funds can be decided during the Budget Planning meeting of the corresponding year. Sustarsic moved, second by Deaton, to direct staff to increase the Active Transportation Program Grants required local agency matching funds from 20 percent to approximately 50 percent of total project costs and pursue the Lampson Avenue Bike Lane Gap Closure Project.
