Bahorski, City Manager FROM: Pamela Arends-King, Director of Administrative Services/Treasurer SUBJECT: ADMINISTRATION FOR THE STREET LIGHTING MAINTENANCE DISTRICT NO. 1 SUMMARY OF REQUEST: Staff requests City Council approve a proposal for Special District Administration of the Street Lighting Maintenance District No. 1 for Fiscal Year 2001/02. BACKGROUND: Since the inception of the Street Lighting Maintenance District No.1, MuniFinancial, a Willdan Company has served as the administrator. Approval of this proposal will provide continuity in administration for this special district. The 2001/2002 Annual Levy of Assessment for the Street Lighting Maintenance District No. 1 will proceed as in years' past. MuniFinancial will review appropriations, compute the assessment for each parcel, prepare the Engineer's Report, attend the council meeting and public hearing and place assessment on the County's Assessor's Roll. FISCAL IMPACT: The fees established for the 2001/2002 Street Lighting Maintenance District No. 1 propose a lump sum fee of$9,974, payable quarterly on a percentage completion basis as the work progresses. There is no increase in fee for services rendered from prior fiscal year. The fees do not impact the General Fund because they are assessed to each parcel. All services this year will be performed out of our Temecula office which will provide the same quality service you are accustom to receiving. Our Project Manager for fiscal year 2001/2002 will be Mark Risco with quality review performed by Bob Quaid. This year's fee for administering the District will not reflect any increase over the fiscal year 2000/2001 fee. I have enclosed two copies of this agreement. If the agreement is acceptable, please sign both copies and forward one back to us. We look forward to serving the City and working with you during fiscal year 2001/2002.
