Questions/Comments for 11/13/2017 Council Meeting

On section C:
Please change IT Working Group to IT Software Working Group as the intention of this group was to
analyze different software in different departments to see how they could work together to be more
efficient. Staff will make the change to the title as noted.

1) Are these recommendations going to result in changes to the pay structures or change in titles
of current positions? They may upon City Council approval.
2) Will these changes come back to council before being changed? Yes, Council will need to
approve the changes.

Late fee
Do we have something in place to avoid late fees in the future? Do we ask if they can waive this?
Yes, there is currently a process in place to avoid late fees. Yes, we ask if the late fees can be
waived. This is one of the vendors that will not waive the late fees. The department responsible
for the approval of invoices needs to ensure that the invoices are returned on time, if they are
not, they cannot be paid.

Have we looked into getting group discounts / deals if we all standardize on one
telecommunications service for the city? Staff typically works with the City's IT service provider
to receive the most cost effective products. We will look into the aforementioned vendors to
see if the City is receiving the best discount. We work with all of the vendors to ensure the
lowest possible prices. All of the providers mentioned supply differing services to the City.

So Cal Land Maint $1707.50
What extra work is this? Is this in our new scope of work for landscaping? The work performed
listed on the invoice is for repairing broken sprinklers and landscape piping. This type of work
would be an additional service that has a quoted hourly rate.

Dixon Resources $8,250
1 realize this is for parking. What they are doing for this amount? When will the plan get
finalized? They are acting as the Citys project manager. They are currently working on pilot
project coordination, requests for quotes for the meters and LPR equipment, review of signage,
hours of enforcement, etc. They will also evaluate the RFQ's and work with City staff to move
recommendations forward.

Can we see itemized what was done for this amount please? This payment was made to RWG
for services related to the CaITRANS (405 Widening) litigation. A copy of the detail is attached.
• Removal of pest/Rodent control
o Is this for removal of all pest/rodent control?
This is for pest/rodent control. This work is best performed on as needed basis. If the
landscape maintenance manager sees something that needs to be addressed it can be
addressed at that time. Also, the new landscape maintenance supervisor is a licensed
applicator and can supervise this work when necessary or perform it with in-house staff for
a cost savings.
• Removal of trash can pick up on Main street and in parks
o Who will do this if not in contract?
Staff is going to continue to investigate the best option for this service. We are currently
doing this in-house with City staff but we are going to be creating an RFP for trash service by
an outside vendor. Staff feels that not having a skilled landscape laborer do this will
represent a cost savings. The company that is awarded the landscape contract will have the
opportunity to bid on this but we feel there is a company that specializes in this service and
can perform the service.
