Ingram, City Manager FROM: Steve Myrter P.E., Director of Public Works SUBJECT: 1-405 IMPROVEMENT PROJECT- AESTHETICS PLAN SUMMARY OF REQUEST: That the City Council provide input on the 1-405 Improvement Project Aesthetics Plan for areas within the City limits. BACKGROUND: The Orange County Transportation Authority (OCTA), in cooperation with the State of California Department of Transportation (Caltrans), is implementing improvements to the 1-405 Freeway between the SR -73 and 1-605 Freeways. The project includes the addition of one (1) mixed -flow lane, one (1) express lane, and the conversion of the existing High Occupancy Vehicle (HOV) lane to an express lane. OCTA has been working with Caltrans and the corridor agencies on various elements of the project, including the Project Aesthetics and Landscape Master (PALM) Plan. One component of the design plans is the PALM Plan. The PALM includes treatments proposed for bridges, retaining walls, and sound walls throughout the corridor. The only bridge that will be affected by the 1-405 Improvement Project in Seal Beach is the Seal Beach Boulevard Bridge Ovemrossing. OCTA's team is proposing two (2) Community Identifier/Art Panel Monuments for this bridge. These will be located over the columns at both ends of the bridge. The freeway side of the monument will allow for placement of the City logo. On the street side by the sidewalk, there is potential for artwork to be displayed. Attachment A conceptually shows the location of the logo and artwork. At the October 23, 2017 City Council meeting, the Council provided direction and input for the final artwork designs based on the discussion in the meeting. Attachment B shows the draft logo and artwork. Agenda Item I Staff is seeking City Council's input for the 1-405 Freeway aesthetic treatments for incorporation that will be used for the 1.405 Freeway Project. Construction is expected to start in early 2018. ENVIRONMENTAL IMPACT: There is no environmental impact associated with this item LEGAL ANALYSIS: A legal review is not required for this item. FINANCIAL IMPACT: There is no financial impact associated at this time. The construction of decorative treatments is included in the project budget. The maintenance responsibility of the community identifiers and the art panel monuments will be the City's responsibility. The City will include this as part of its maintenance and operations budget. It is anticipated that the City's responsibility will start following project completion in Year 2022.
