Thank you for your service, Robert Questions & Comments for 12/11/17 Item B: Demands of Treasury (Checks) Check JI 4036 at bottom of page 25 is for $550 to rent an antique fire engine from the California Fire Museum for the Christmas parade. However, last summer, almost $15,000 from the FY 16- 17 District 1 discretionary account was spent to do repairs on the antique fire engine we own. Were these repairs not successful or sufficient to bring our antique fire engine up to operational status? Item E: Temporary Code Enforcement Services Staff proposes to increase contract code enforcement hours from 24 to 40 per week and to use this staffing model in -lieu of filling our vacant position for another 6-12 months. The prior discussion of this issue occurred on 4/10/17 when the Council first approved use of Anderson Penna Partners for a six month period. At that time, several Council members questioned whether any recruitment efforts have been made to fill the full-time position that had been vacant since the end of January. Staff responded by saying "No," but that recruitment would occur towards the end of the six-month contract. Currently, the City's job -opening webpage does not advertise Code Enforcement Officer. Filling our in-house position would cost $39- $47/hour (after factoring in benefits at 40% of salary) vs. the contract price of $60/hour. What is the reason for not advertising the jab opening on the City's website? The Financial Impact section states the contract will be paid out of account number 001-030- 44000. This is the Contract Professional Account for Planning (pages 127 of Budget). However, the explanation for this Account on page 126 does not list Anderson Penna or code enforcement. Instead, "code enforcement" is specifically listed under the explanation on page 130 for the Contract Professional Account (001-031-44000) for Building and Neighborhood Services. To be consistent with the Budget and function of this contract shouldn't this contract be paid out of the Contract Professional Account for Building and Neighborhood Services? To pay for this contract, the staff report states that money will be transferred from "appropriate accounts." Please list these accounts and the amount of funds from each. If we have zero -based budgeting," how is it possible that there is money available to pay a contractor to do code enforcement work 40 hours/week at a premium of $13- $21/hour vs what was budgeted in June for our vacant full-time in-house Code Enforcement Officer? Item L: M2 Expenditure Report Schedule 1, Balance at Beginning of FY shows a large negative balance of minus $398,148 in the Regional Capacity Program. The same negative balance is shown at the end of the FY as well. Is this money that we believe is owed to us by the M2 program? If so, what is the timeline/likelihood of our being paid? On Schedule 1, the FY beginning balance for M2 Fair Share is given as $930,162. However, p 173 of the FY 17-18 Budget indicates that the "actual" fund balance on 7/1/16 was $932,677. Why is there a $2500 difference? Item M: Roof Repair Contract Kudos to staff for showing some reasonableness in considering and "saving' a slightly flawed bid package. This saved us about $63,000. 1 have numerous examples of this not being done in the past. The project includes repair of five roofs as we enter the rainy season. Does the Accepted Proposal (Exhibit G)," which was not included in the staff report have a performance schedule for completion of each roof? If so, is there any monetary penaltyfor failure to complete work on time? It appears that the contract has no cancellation provision for failure to perform. Section 2 on page 3 states only that the agreement "shall remain in full force and effect until Contractor has rendered services required by this Agreement." Do we have any provisions for cancellation for poor work quality or timeliness?
