City Clerk Roberts read into the record the following items that were received after the
posting of the agenda: correction to the minutes, email communication with City staff
and City Council regarding various items on the agenda, email from Robert Goldberg
regarding various items, a PowerPoint regarding Item B and F.

Los Cerritos Wetlands Update
ORAL COMMUNICATIONS
Mayor Massa -Lavitt opened oral communications. Speakers: Gale Taylor, Interim
Executive Director of the Cypress College Foundation spoke regarding the Americana
Awards. Seth Eaker spoke regarding the Cypress Americana Awards and introduced
the 2018 Seal Beach Citizen of the Year, Steve Masoner. Cypress College President,
Dr. JoAnna Schilling congratulated Steve Masoner and spoke regarding the Cypress
Americana Award Fundraiser. Shannon Switzer spoke on behalf of the Seal Beach
Chamber of Commerce regarding the Tree 'Lighfing Ceremony on November 18, 2017
between 4 -8 pm and the Annual Thanksgiving Day Dinner at St. Anne's Church. Tom
Parker and Jenna Linquest Parker spoke regarding their fence. Anna Christiansen
spoke regarding the Los Cerritos Wetlands and an oil drilling project. Steve Brothers
spoke on behalf of Act Now Stop War and Racism Coalition regarding environmental
and native rights issues at the Los Cerritos Wetlands. Tahesina Christensen spoke
regarding the Los Cerritos Wetlands. Everett Gas spoke regarding the Los Cerritos
Wetlands. Virginia Bickfard spoke on behalf of the California Cultural Resource
Preservation Alliance regarding the Los Cerritos Wetlands. Robert Goldberg spoke
regarding Item G. Joyce Ross -Paque spoke regarding various City matters.

CITY ATTORNEY REPORT
City Attorney Steele indicated that the City Council met in Closed Session regarding the
two items listed on the agenda. Council took no reportable action on either item.
CITY MANAGER REPORT
City Manager Ingram wished everyone a Happy Thanksgiving Holiday since there will
be no Council meeting on November 27, 2017.
COUNCIL COMMENTS
Council Member Moore announced he recently took a tour of the Marine Safety
facilities. He expressed his appreciation for the Police Department's response to the
car break -ins in College Park West and for posting signage reminding residents to lock
their car doors and noting the need to do something with the increase in crime.
Council Member Sustarsic stated her attendance at the Metropolitan Water District of
Orange County seminar for elected officials regarding updates to the California Water
Fix.
Council Member Deaton wished everyone a happy Thanksgiving and expressed her
appreciation for the Thanksgiving dinner at St. Anne's Church. Additionally, she
addressed a comment made by Joyce Ross - Parque regarding the non- conformings and
tenants on Main Street. She requested that City staff work with the Surfside
Homeowners Association to realign our Municipal Code. Council Member Deaton also
asked that staff clarify when Council will see a contract regarding oil revenue. City
Manager Ingram indicated the Strategic Objective recommending the hiring of a
qualified professional to rewrite the Municipal Code with the intention of recovering gas
and oil revenue and that it would be brought to Council at the December 11, 2017 City
Council meeting. Council Member Deaton closed by wishing everyone a happy
Thanksgiving.
Mayor Pro Tern Varipapa indicated he attended the Americana Awards kick -off in
Stanton and encouraged residents to volunteer picking up trash with Save Our Beach.
He also indicated he plans to volunteer at the Thanksgiving dinner at St. Anne's Church
and wished everyone a Happy Thanksgiving.

COUNCIL ITEMS
A. City of Seal Beach Strategic Plan — Six Month Strategic Objectives Update —
Receive and file.
City Manager Ingram provided a comprehensive staff report indicating the three -year
goals remained the same. She noted that the next Strategic Planning Workshop will be
held March 7, 2018. Additionally, City Manager Ingram indicated that several of the
items are on the agenda before the Council at tonight's meeting.
Mayor Massa -Lavitt stated that this item would be received and filed.
B. Classification /Compensation Study - Receive and File.
Assistant City Manager Patrick Gallegos introduced Koff & Associates' Chief Executive
Officer, Georg Krammer who presented the final study for Council's consideration.
Georg Krammer addressed Council Member Deaton's questions pertaining to
retirement, benefits, total compensation, longevity, and Police Officer compensation.
Georg Krammer addressed Council Member Varipapa's inquiry regarding effective
dates for compensation as indicated in the study and proposed positions to be added.
Georg Krammer addressed Council Member Moore's questions regarding which
agencies were used and how many cities were chosen for comparison.
Mayor Massa -Lavitt stated that this item would be received and filed
CONSENT CALENDAR
Deaton moved, second by Moore, to approve the recommended actions on the Consent
Calendar.
C. Special City Council meeting October 18, 2017 minutes — Approve by minute
order.
D. Regular City Council meeting October 23, 2017 minutes — Approve by minute
order.
E. Demands on City Treasury (Fiscal Year 2017) — October 23, 2017 — Ratification.

NEW BUSINESS
F. Approval of Landscape Maintenance Scope of Service — Approve a scope of
service for citywide landscape maintenance service.
Director of Public Works Steve Myrter provided a comprehensive staff report and
PowerPoint of the landscape maintenance service background and analysis.
Council Member Deaton thanked Joe Talarico and Steve Myrter for their efforts in
preparing the analysis and had questions regarding the contract scope of work,
requested that curb and gutters be added to the scope of service, the removal of trash
from all areas of the scope of service and possibly the addition of more big belly
receptacles. Additionally, she expressed her appreciation for adding the Main Street
sidewalks to the scope of work.
Council Member Varipapa had questions pertaining to the scope of service regarding
pest and odor control, cigarette butt containers, sidewalk and gutter cleaning, damage
reported /repairs, and special event clean -up.
Council Member Sustarsic complimented the detail of the report and had a question
regarding liquid weed control.
Council Member Moore had a question regarding pest control at Edison Community
Gardens and drought tolerant plants.
Deaton moved, second by Moore, to approve the Landscape Maintenance Scope of
Service for citywide landscape maintenance service with the noted changes.

G. Supplemental Police Officer Staffing and Funding - Resolution No. 6774
Authorizing an increase in the Seal Beach Police Department's Sworn Police
Officer staffing by two positions and approving budget amendment No. 18- 05 -01.
City Manager Ingram thanked Gregg Smith for attending to address any Naval
Weapons Station questions pertaining to the timeline of approval on Navy property.
Chief of Police Joe Miller gave a comprehensive overview of the staff report and
reasons why additional Police Officer staffing is necessary.
Director of Public Works Steve Myrter provided a project update on potential pool site
locations as well as a timeline of various phases in the process in completing the pool.
Director of Finance Vikki Beatley provided information on financial solutions to fund the
additional Police Officers.
In response to Council Member Moore's question, Director Beatley indicated the funding
for the two additional Police Officers will be kept on a rotation independent of the
budget. Chief Miller addressed Council Member Moore's question regarding whether
two Police Officers are enough to address the crime issues.
Mayor Pro Tern Varipapa inquired about the timeline of the lease agreement with the
Los Alamitos Unified School District. Recreation Manager Tim Kelsey addressed
questions pertaining to the concept plan at the Navy Site. Mayor Pro Tern expressed
his appreciation and support for the Police Department and indicated he respects the
work of the Police Officers however; he cares about the fiscal responsibility of the City
and thinks the City should have a discussion about sustainable solutions.
In response to Mayor Massa - Lavitt's questions, Chief Miller defined Part 1 crimes. She
indicated this highlights the strain on the City's budget and that the City can't rely on oil
recovery money. Additionally, she explained the need for identifying sources of revenue
for long term solutions.
In response to Council Member Deaton's question, staff indicated the approximate cost
for the pool is undetermined until a site is chosen and a preliminary design is
determined: She indicated she does not want to borrow money from the pool but also
understands there is a need for a pool. Oil recovery is her hope to help with funding
both the pool and the Police Officers.
Deaton moved, second by Massa - Lavitt, to approve Resolution No. 6774 authorizing an
increase in the Seal Beach Police Department's Sworn Police Officer staffing by two
positions and approving budget amendment No. 18 -05 -01 and directing staff to provide
an update on oil and gas revenue recovery options at the next Council meeting.
