The City Attorney reported that the City Council met in Closed Session. prior to
the regular meeting and discussed Mie hems deMtied on Mrs agenda. The City
AMarnay noted that Council Member Vadpapa recused himself from discussion of
Item A on the agenda due to his employer. The City Attorney reported Meat the
Cdy Council ueanimously directed to City Attorney to file a legal California
Environmental Quality Act (CEQA) Challenge to the adequacy: of an
Environmerrtal Impact Report (EIR) prepared by Me California Depentrient of
Transportation (Caltrans) and Orange Crony Transportation AuOerhy (OCTA)
for the 1405 Improvements Project The lewsuh will be filed in Orange, County
Superior Court this week. The Ctys challenge will allege Mat Canham tailed to
follow CEQA and failed to idemMy, evaluab, and mitigate envirmvne rtal lmpac6
in a number of arras including traffic, noise, air go and specifically, the
impacts on local residents as opposed to the regional parties Me report
