Subject: AWARD PROFESSIONAL SERVICES AGREEMENT —
ON-CALL UTILITY
ENGINEERING/OPERATIONS/PROJECT
MANAGEMENT & SUPPORT
SUMMARY OF REQUEST
The proposed action will execute an on-call professional services agreement to retain Ergun
Bakall, P.E., Consulting Civil Engineer to perform engineering, operational, and project
management at the rate of $100/hour not to exceed the various budget line items as shown
within the City's adopted FY2000/01 budget for professional services under the Water and
Sewer operational cost centers and various water and sewer capital improvement projects.
DISCUSSION:
With the simultaneous development of Boeing, Bixby, and Hellman in different stages and
an aggressive capital improvement program with various outside funding sources, in house
staff does not have the resources to manage and coordinate the necessary efforts at this time.
The Engineering Division has only two licensed civil engineers on staff and most of their
time is already fully devoted.
The requirements of this agreement is to provide for a "specialty" on-call engineer who can
provide both engineering as well as operational support for the City's two utility functions;
water and sewer. This firm would support staff by amending OCWD, MWDOC meetings,
providing advice and assistance on issues, performing the development review for water and
sewer plan check, and managing programs within these enterprise funds. This will allow
staff to focus on other community matters and catch up on projects and funding
opportunities. It will also ensure that we are providing quality service and protecting the
health, safety and welfare for the ratepayers.
Funding for the development review would be charged back to the developers and no City
costs would be incurred. Program funding would come from within the project and

engineering budgets established in the water and sewer capital improvement programs. No
general funds would be utilized during this contract.
The purpose of this contract is to hire a qualified firm to perform professional services to
perform these requirements. Mr. Bakal] is a past employee of AKM Consulting Engineers
and has worked successfully with staff on a variety of projects. His experience includes
positions as Chief Engineer of the San Diego County Water Authority and Director of
Engineering for Irvine Ranch Water District. He is an expert in both water and sewer. Staff
has sucessfully negotiated a 25% decrease from his former rate. It is anticipated that Mr.
Bakal] will be available a maximum of eight hours per week.
FISCAL IMPACT:
Funds are available in the Sewer and Water Enterprise Fund in the Capital Improvement
Program. Additionally, any work that is part of the development will be charged back to
the developer. No general funds are being used for this agreement.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Authorize the City Manager to execute an professional services agreement with Ergun
Bakall, P.E., to perform Utility (Water/Sewer) On -Call Engineering/Operations/Project
Management & Support at the rate of $100/hour, not to exceed the various budget line
items as shown within the City's adopted FY2000/01 budget for professional services
under the Water and Sewer operational cost centers and various water and sewer capital
improvement projects.
