Subject: AWARD PROFESSIONAL SERVICES AGREEMENT —
WATER SYSTEM: HYDRAULIC MODELING STUDY
SUMMARY OF REQUEST
The proposed action will execute a professional services agreement in the amount of $40,000
to retain AKM Consulting Engineers to perform a hydraulic modeling study for the City's
water system.
DISCUSSION:
The City's water system contains approximately 66 miles of transmission and distribution
mains, two large storage reservoirs, two booster pump stations, three wells and three
disinfecting treatment systems. There has never been an adequate hydraulic model
performed to determine the performance limitations of the system. Many of our facilities our
in need of upgrade to ensure water quality, ensure fine service, and ultimately protect the
health and safety of the ratepayers who rely upon City provided water.
This contract would provide for a system model that will be developed in several steps,
which can be carried out simultaneously. These will consist of the geometric model;
modeling of pump stations, wells, reservoirs and turnouts; determination of node demands;
development of a diumal use curve; and development of peaking factors. This model will
detect deficiencies and the information is needed to overhaul the current water system capital
improvement program.
The purpose of this contract is to hire a qualified firm to perform professional services to
perform these requirements. AKM Consulting Engineers has performed well in the past and
has prepared the City's Storm Drain Master Plan, Sewer Master Plan, and Sewer Rate Study.
They also come highly recommended from various other public agencies. Staff has
negotiated with AKM and their faro can perform the work within the budget set forth in the
approved Capital Improvement Program.

Funds in the amount of $40,000 are available within the Water Enterprise Fund in the
Capital Improvement Program. No general funds are being used for this agreement.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Authorize the City Manager to execute a professional services agreement with AEM
Consulting Engineers to perform the Water System: Hydraulic Model Study not to
exceed $40,000.
