Subject: AUTHORIZATION FOR PURCHASE OF COMPONENTS UTILIZED TO
TRANSMIT VIDEO DATA TO WEST -COMM FROM ALARM LOCATIONS
IN WEST-COMM'S SERVICE AREA.
SUMMARY OF REQUEST
The Seal Beach Police Department is requesting authorization to purchase a five transceiver
spread spectrum radio data network, display equipment for West -Comm and purchase
hardware/software required for implementation of an Internet based an alarm triggered video
network.
BACKGROUND
Recently we completed the "proof of concept" phase of our video transmission project. Weare
completely satisfied that we met the project's stated technical goals or clearly demonstrated the
feasibility of each.
The technical goals indicated in the March 1, 2000 Project Summary were;
1. Provide after hour's video monitoring of the front doors from the Seal Beach and Los
Alamitos Police Departments as well as River's End in West -Comm.
2. Transmit `real time" video from remote locations into West -Comm as alarm verification
3. Receive video in the patrol unit
4. Transmit video from the patrol units to West -Comm and Department network
5. Record and store selected video
With the completion of the technical proof of concept phase, we believe we can now direct our
efforts toward the comprehensive deployment of the technology as a dynamic crime suppression
and apprehension tool with an emphasis on public safety and quality of life issues.
The Los Alamitos and Seal Beach Police Departments have identified this project as an
appropriate use of technology grant funds. The City of Los Alamitos has already transferred
$41,341 to the City of Seal Beach for the initial installation of camera's at their facility and
establishing the radio fink between their facility, the Seal Beach Police Department and West
Comm. The infrastructure being established would also facilitate the planned monitoring of the
First Street Beach/ River's End Complex.

The concept was developed within the Police Departments and has been sponsored by corporate
donations of time and equipment.

A preliminary Budget for the project was developed and is listed below.

(1) Loronix is one of the Nation's leading digital video data storage and transmission providers.
Their equipment and software is the foundation for the service. They have supported the
project with donations of equipment and manpower exceeding $100,000. The $20,000
invoice for the equipment at Seal Beach Police Department is 25% of its retail value. As an
original corporate sponsor, benefactor and developer we feel a sole source authorization to
purchase the discounted equipment is warranted.
(2) Ned ink, while a newcomer to the project, has been identified as an integrator and reseller of
equipment donated by UC Wireless. UC Wireless provided the equipment and expertise
during the proof of concept and identified NetLink as the most appropriate choice to continue
with local integration. They are located in Los Alamitos. They have also greatly discounted
the equipment we have identified as most appropriate during our research.
The spread spectrum radios provided by UC Wireless for this project are the same radios
deployed for the existing City network. As the system capacity expands maintaining the
identical hardware and software will have many cost saving advantages, such as reduced
training and purchasing leverage. Nedink is the exclusive distributor in Orange County.
(3) System Solutions has been assisting with the project for the last year and has provided
donated time and equipment throughout the project. The cameras purchased though this
supplier have been greatly discounted.

While not apparent in the project budget, we need to point out that Litton Data Systems
substantially discounted the recent Seal Beach/Los Alamitos mobile data computer grant
purchases to assist with the project.
The Seal Beach and Los Alamitos Police Departments, along with West -Comm are on the leading
edge of an integrated video alarm deployment that has the potential to save lives and property and
improve the quality of life in our communities. We have an opportunity to set a standard in Law
Enforcement technology nationwide and have already received substantial recognition for this
project. Additionally we are involved in discussions with national alarm providers that could
result in a public/private partnership that could provide a service enhancement to our communities
while offsetting West -Comm dispatch costs.
Police Department budgeted funds amounting to $3,000 were utilized for this project in FY99-00.
Those funds were used to purchase cameras and will be installed as the project progresses. As the
proposed budget indicates the source for the balance of the funds are State and Federal
technology grants already awarded to Los Alamitos and Seal Beach. The Los Alamitos CLETEP
Grant was specifically awarded for this use. We are confident that more technology grants will be
forthcoming in FY00-01. We will certainly pursue every appropriate gram opportunity and if
desired direct grant funds toward the project.
RECOMMENDATION
City Council authorizes the use of the existing grant funds to continue purchasing the remaining
fisted technology components for the implementation of this project.
