McIntyre, City Manager FROM: Michael Sellers, Chief of Police SUBJECT: PURCHASE OF POLICE VEHICLES SUMMARY OF REQUEST: The Seal Beach Police Department is requesting permission to purchase two, model year 2000, Ford Expedition model, patrol and unmarked police vehicles. The funding for this purchase will be accomplished with grant funds previously approved in the 1996/97 Supplemental Law Enforcement Block Grant and City budgets for FY1999/2000 and FY2000/2001. BACKGROUND: The police department is in need of replacing one of it's Jeep Cherokees which is 14 years old and it's patrol watch commander's vehicle which lacks the necessary cargo space for equipment needed in mobile command field applications. Both of the older vehicles have over 75,000 miles and will be re -assigned for use by our senior volunteer program and patrol vehicle refurbishment program respectfully. FISCAL IMPACT: The replacement cost for the patrol vehicle is $33,262. plus $2,744 for taxes. It is available at this price under the cooperative purchase provision of the Orange County Bid #2437. Mobile Command Post emergency equipment conversion costs for this vehicle will be $13,504. Total cost for this vehicle will be $49,510. The unmarked Jeep will be replaced by a low mileage, used 8 passenger Ford Expedition with full warranty for a cost of $28,400. Plus $2,741 for fees and sales tax. This vehicle is being obtained at wholesale vehicle value and its total cost is $31,141. At this time there are sufficient funds in our current budget previously approved by city council for the purchase of these replacement vehicles. Additionally, some costs for these vehicles will be offset by using remaining 1996/1997 Supplemental Law Enforcement Block Grant funds which total $19,000 and were previously authorized for sport utility vehicle purchases.
