SUBJECTS Verizon Agreement — Zoeter Park
SUMMARY OF REQUEST:
That Council approves an expenditure of to refurbish the Zoeter Park restrooms
BACKGROUND OR DISCUSSION:
As part of the agreement between the City of Seal Beach and Verizon Inc, in addition to the
annual fees, there will be a one-time endowment of $20,000.
If a city facility was to be the host of the cell tower, initial discussions included the
recommendation that the one time endowment might be utilized to upgrade that facility directly
benefiting the facilities users. Zoeter Park, the host site, is in need of restroom modifications for
improvement. This restroom is host to skate park participants, youth soccer and baseball
organizations, softball diamond users and participants of Electric Ave. greenbelt special events.
The facility may host up to 100 participants each day all utilizing one restroom located under the
bleachers, constructed approximately 40 years ago. The current restroom conditions are
extremely inadequate. A photograph is included in this report.
The cost estimate for the upgrades including a demolition of existing fixtures, plumbing, urinal,
toilet and sink, entry door, flooring and wall coverings is $16,500.00. (an estimate is attached).
Additionally, the estimate includes much needed wood work around the field and bleacher area,
which part time staff recently sanded in an attempt to make them more usable.
The City is working to make long over due improvements to its facilities many times through
fundraising activities. This one time endowment gives the City an opportunity to upgrade the
city's only lighted field facility at no cost to the general fund budget.
FISCAL IMPACT:
There is no effect on the current fund balance.

RECOMMENDATION:
It is recommended that upon acceptance of the new fees, Council approve a budget amendment
creating a Capital Improvement item in the amount of $20,000 for Zoeter Park Improvements.
