This is our notice that we consider the increase in merchant parking fees to be exorbitant
and arbitrary and would like to see this matter considered further and based upon fairness
and equality to all people in Seal Beach.

Subject: Parking Fees and availability
Dcar Council Mambas,
Please forgive my informality. I will be short and to the point. First let me preface my
comments by stating that a 500% increase to $200. annually would be the ruination of some local
businesses. Employmem and shopping Old Town have issues but , otnragcom perkhmg fees
would repel shoppers and employment which translates into lost revenue firm sales. In the same
vain let me say that $40.00 is archaic and I agree that fees should be mimed some.
I believe I haw some remedies for the revenue and parking ddemma
1) monthly panes for $10.00 and quarterly passes Lir 525.00 sold by merohams would make them
more available Brad increase Main street shopping.
2) An waW pass for `the merchant" that could be passed from employee to employee an as act
to haw to duplicate expenditures from terminated employees.
3)Reddents with garages that still require pass larking pay a higher price than residents without a
garage. Some cities only issue permits for residents only if they taw four or more vehicles
registered to owns/address.
4) As cost is decided we reed to haw nearby parking available for the safety of employees and
net to disturb the residents.
5) Peking meters on Main street (that accept nickel, dimes and quarters) and remove meters from
the lots
At Bank of America aae haw a parking lot, we pay an attendant and do not allow our employees
to park there so that we can accommodate and service or clients. We open our lot to the public,
with exception of our ATM parking slots when we are closed I have some tellers that chose to
work only 5-10 hems a week so they may be with their families, $200 normally would drive them
to other offices where they do not haw this expense. I haw paid Ibr my employees perking
permits at $40.00 anally, even the 5 hour a wink employee, but we cam it pay for the increase,
which world force my employees to leave or park in the residential areas.

City Council,
I will not be able to attend the City Council Meeting tonight, but did want to give you m�
input on an important item that is scheduled to be on your agenda, the proposed increas i -
in parking fees to local businesses. - i
It is my understanding that the proposed fee increase would be from $40 per space per
year to 5200 per space, and that it may include local. churches. Should this be true, it
concerns me for two reasons. Fust, a church is not a business. It does not generate
revenue for the purpose of making a profit. If the parking rates for churches are raised,
they in tum cannot pass along the increase to the "customers", as there aren't any.
Money that is donated to a church by members and others cannot be regulated, as in a
business where a certain price is set for goods or services and the customer can decide
whether or not they choose to do business with that proprietor. Because of the nature of '..
churches' income, donated as opposed to set pricing,, the increase would have to be
absorbed into the churches' budgets, which are non-profit. For this reason, such a I
significant increase; 500%x, seems unreasonable to me.
Second, what is the purpose of the increase? Is it to generate funds to create new and j
badly needed parking within the city, or it is a way to make businesses and churches pay,
for something else? This lack of clarity also concerns me. To raise fees for something. �.
other than a direct benefit to the parking situation would be a misuse of funds. As a I.
taxpayer, I would like to know the history behind this proposal, and exactly how the
proceeds from the proposed increase would be spent. I would appreciate someone gettin�
back to me on this.
Please consider these points in making your decision on the proposed parking increase. i.
1 appreciate the time and effort you put into running our city andrepresenting us, your
constituents, while making tough decisions.
