McIntyre, Acting City Manager From: Lee Whittenberg, Director of Development Service Subject: STATUS REPORT — PACIFIC COAST HIGHWAY & SEAL BEACH BOULEVARD CONTAMINATION Date: October 25, 2000 .. The Santa Ana Regional Water Quality Control Board (RWQCB) held a meeting on October 24 at their Riverside office to review `rough data" from additional underground tank removals soil tests. The City had previously requested additional testing points in Seal Beach Boulevard and pacific Coast Highway to fully define the contamination plume in the area. The RWQCB has agreed with that request and the environmental consultants are in the process of obtaining City and Caltrans permits to accomplish the additional testing. In the late -September through mid-October the following actions have taken place on the subject property: o Monitoring well 8 was abandoned at the request of the Musso family and with the concurrence of the Regional Water Quality Control Board. o The fust round of groundwater monitoring was conducted, preliminary results indicate a reduction in the contamination levels due to previous underground tank removals and the use of oxygen -releasing compound (ORC) o Removed 2 additional underground, 550 -gallon fuel tanks, both containing fuel product and sludge. Placed additional ORC into the tank removal holes. o Installed a new groundwater monitoring well closed to the boundary between the Jeong and Musso properties, with the concurrence of the Regional Water Quality Control Board. Additional work still to occur on the site: o ORC to be applied at three additional locations on the subject property. o ORC to be applied at 7 locations on the Musso property. o Conduct the off-site contamination investigations on Seal Beach Boulevard and Pacific Coast Highway upon receipt of Caltrans permits, probably within 45-75 days. The next meeting at the Regional Water Quality Control Board is scheduled for March 6, 2001. Conference calls will be held during this time period to address issues that may come from the off- site investigations and the groundwater monitoring activities. A presentation package was not provided, as final groundwater monitoring information was not available. When that presentation package is provided, it will be forwarded for information purposes.
