Minutes CLan vaz erim Director Community Development City of Seal Beach — Planning Commission January 16, 2018 Chair Thomas called the regular meeting of the Planning Commission to order at 7:01 p.m. in the City Council Chambers. Commissioner Aguilar led the Pledge of Allegiance. ROLL CALL Present: Commissioners: Grgas, Campbell, Klinger, Thomas, Aguilar Absent: Commissioners: None Staff Present: Amy Grayson, Assistant City Attorney Crystal Landavazo, Interim Community Development Director Steven Fowler, Assistant Planner Robin L. Roberts, City Clerk APPROVAL OF AGENDA Motion by Aguilar, second by Campbell, to approve Agenda. AYES: Aguilar, Campbell, Grgas, Klinger, Thomas NOES: None ABSENT: None ABSTAIN: None Motion Carried ORAL COMMUNICATIONS Chair Thomas opened oral communications. Soeakers: None. CONSENT CALENDAR 1. Approval of Planning Commission Meeting minutes from November 6, 2017. Motion by Campbell, second by Klinger, to approve the item on the Consent Calendar. AYES: Aguilar, Campbell, Grgas, Klinger, Thomas NOES: None ABSENT: None ABSTAIN: None Motion Carried SCHEDULED MATTERS 2. Reorganization of Planning Commission -Election of new Chairperson and Vice -Chair Person Motion by Klinger, second by Aguilar, to re -nominate Chair Michael Thomas for Chairperson. AYES: Aguilar, Campbell, Grgas, Klinger, Thomas NOES: None ABSENT: None ABSTAIN: None Motion Carried Motion by Thomas, second by Aguilar, to re -nominate Commissioner Klinger as Vice - Chair. PUBLIC HEARINGS 3. Conditional Use Permit (CUP) 17-7 1011 Electric Avenue Applicant: Steven Sennikoff Request: Request for a Conditional Use Permit to allow the addition of 25.9 sq. ft. to a 2 story residence on a property which is nonconforming due to setbacks in the Residential High Density (RHD -20) zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No.18-1, APPROVING Conditional Use Permit 17-7 with Conditions. Assistant Planner Steve Fowler provided a comprehensive staff report. Assistant Planner Fowler addressed Commissioner Grgas' questions regarding the side yard setback on the garage and the existing wall. Assistant City Attorney Amy Greyson indicated that Commissioner Grgas is not required to recuse himself from voting on this item as he is outside the 500 foot radius. Chair Thomas opened the public hearing. Speakers: None. Campbell moved, second by Klinger, to adopt Resolution No.18-1, APPROVING Conditional Use Permit 17-7 with Conditions. AYES: Aguilar, Campbell, Grgas, Klinger, Thomas NOES: None ABSENT: None ABSTAIN: None Motion Carried Assistant City Attorney Greyson noted that the ten-day appeal period starts tomorrow. DIRECTOR'S REPORT Interim Director Landavazo had no items to report. In response to Commissioner Grgas' inquiry, Interim Director of Community Development indicated that there is not currently a plan to bring the Joint Land Use Study before the Planning Commission; however, she provided a brief background on the application filed by the City of Seal Beach in partnership with the City of Long Beach and Naval Weapons Station. If there is something that is within the Planning Commission's jurisdiction the item will be brought to the Commission for consideration. The City encourages the community to participate and post comments on the website www.sealbeach'lus.com. Interim Director of Community Development addressed Commissioner Campbell's concerns regarding the late notice of the Joint Land Use meeting and the height of a home under construction located at 231 Seal Beach Boulevard. Commissioner Aguilar indicated he read a news article regarding the Seal Beach Pier and funding for investments in five coastal piers. Interim Director of Community Development indicated that she would review the article.
