What is CCE?
Public-private partnership between city and utility
Brings power purchasing under local control
Utility continues to deliver power over their power lines
Customer has choice over what type of power to use
How community choice energy works:
Source (CCE) Buying and building electricity supply
Delivery (UTILITY) Delivering energy, maintaining lines, billing customers
Customer (YOU) Benefiting from affordable rates, local control, cleaner energy
Downsides of Current System
- Monopoly on power delivery/artificially elevated pricing
- Utilities have little incentive to operate efficiently
- Dependence on single electric provider during peak periods leads to less resiliency and
increased power outages
- Reliance on monolithic utility creates vulnerability during natural disasters
Benefits of CCE
- Local control
- Freedom of choice for customer, including opt -out
- Competition in marketplace, driving prices downward
- Local jobs and economic development
- Improved air quality, promoting public health
- Self - supporting/not government subsidized
- Provides potential cost savings for businesses
Paying for CCE
- Revenue based, not government subsidized
- Self supporting from an existing revenue stream (electricity bills)
- Current electricity rates used to pay providers are redirected to local CCE providers
through the city
What's Next?
- Approval of a feasibility study to ensure due diligence on financial costs and long -term
benefits for consumers, either individually or partnered with another city or cities, as
well as collection of information from cities and counties that have already
implemented CCE
- Attendance in the public event on CCE organized by OC Clean Power this spring at UC
Irvine, which will consolidate data in informational panels and workshops featuring CCE
experts from around the state

The conference is organized and presented by
OC Clean Power, a non - partisan alliance of
stakeholder groups advocating for clean energy
in Orange County.
The goals of the conference are:
1.) To introduce and thoroughly explain
Community Choice Energy (CCE) to city staff,
elected officials, and the public
2.) To explain CCE's potential benefits to
residents, businesses, and city governments
throughout Orange County.
