SUMMARY OF REQUEST
Instruct Staff to forward to Planning Commission and Environmental Quality Control Board for
information purposes. Receive and File Staff Report.
DISCUSSION
The Orange County Council of Govemments (OCCOG) has prepared an updated "Project Budget
for 2000 -01 Overall Work Program" with the Southern Califomia Association of Govemments.
Staff is providing a copy of this document for the information of the City Council (See Attachment
1).
The final 2000 -01 Overall Work Program is comprised of the following components:

Projects for 2000 -2001 Overall Work Program
RTP Completion - $50,000
The project will continue Orange County's participation in the RTP process. Specifically,
OCCOG will continue to provide information to Orange County cities and the public about the
regional transportation plan. OCCOG will participate in all RTP related meetings.
Air Quality Planning - $50,000
Participate in overall air quality related activities pertaining to development of the Regional
Transportation Plan, assist in examination of air quality issues, implications of policies,
legislation, rules and regulations. Participate in development of policy relating to transportation
planning and air quality planning. Participate in related meetings and activities, including `
RTP Technical Advisory Committee meetings, conformity working group meetings and other
committees and task forces.
Evaluation of EIR Assumptions and Mitigation Measures - $50,000
Project will assess assumptions and mitigation measures made for various project proposals
undertaken during the last twenty years to assess whether appropriate / adequate transportation
Mitigation is successful pursuant to project development. Results will be used to help local
jurisdictions better improve proposed development assumptions and conditioned mitigation
measures.
Subregional Communications, Public Involvement, & Program Management -
$60,000
Continuing work with SCAG, OCCOG will provide outreach and educational services for SCAG
projects and programs within the sub - region, with emphasis on the Regional Transportation Plan.
Demographic Support - $80,000
Support of continued database / demographics support for Orange County Growth Forecast and
use in SCAG planning activities.
ACCESS Support / Database development - $70,000
Funding to be used for continued work to improve practicality and usefulness of ACCESS and to
initiate database information exchange between SCAG and Orange County jurisdictions and
agencies. Funding also to be used for updating Orange County databases, including General
Plans, for inclusion in SCAG's regional data set.
Database - $70,000
Working the SCAG's data task force and other subregions, SCAG will acquire and validate
various private and public administrative records to update the different data bases used for

planning activities and to support policymaking. Resulting data sets will interface with
analytical tools and will be available to the public.
Alameda Corridor East - $50,000
Determine feasibility of financing and constructing arterial improvements. Analyze truck and
passenger traffic on arterial streets and develop strategies to facilitate truck traffic movement and
mitigate truck impacts. Evaluate railroad crossings and assess the need for grade separations.
Orange County Commuter Bike Route Viability Study - $60,000
Project will evaluate Orange County's existing Master Plan of Bikeways and provide
recommendations / information for consideration in the potential implementation of specific
commuter bike paths (in addition to existing recreational routes). Study will identify
opportunities / constraints, identify funding opportunities, and solicit input / support from
jurisdictions, employers, and funding agencies.
Livable Communities (Phase 3, Year 2) $100,000
Funding will be used to complete the second year of the OCCOG's Inter - disciplinary Design
Competition begun using 1999 -00 OWP funds. Design Competition is being undertaken to
solicit ideas on accommodating future growth in Orange County, and is also being offered to
educate youth in Orange County schools regarding transportation and planning issues,
techniques, and solutions. Project will also serve to establish transportation, planning and
livability objectives for Orange County, with commensurate performance paths (strategies) for
achieving such objectives.
