Badum, Director of Public Works /City Engineer Subject: CALIFORNIA BOATING & WATERWAYS BEACH EROSION PROGRAM GRANT FUNDING APPLICATION SUMMARY OF REQUEST: The proposed action will authorize the City Manager to execute a professional services agreement with Moffat & Nichols Engineers for engineering support services and to execute a grant funding application with the California Department of Boating & Waterways for funding of the Groin Repair and Improvement Project. DISCUSSION: After the construction of the man -made harbor jetties in Long Beach (Alamitos Bay) and at the U. S. Naval Weapons Station (Anaheim Bay), natural beach sand management was permanently altered. Waves reflected by these jetties caused severe beach erosion on the East Beach. To reduce the rate of erosion to manageable rates, a concrete sheetpile groin (750').was constructed in 1959 adjacent to the Seal Beach Pier. The concrete sheetpile groin retains the shifting sand which results in a wider beach that provides increased protection to coastal structures from wave and flood damage. A recent inspection by a structural engineering consultant revealed that the concrete sheetpile groin is severely deteriorated and is in need of significant structural repairs in order to continue retaining beach sand. Currently, sand is infiltrating through various damaged sections and reducing the effectiveness of the groin. Without extensive repairs, the total failure of this facility will be imminent, the rate of beach sand erosion will accelerate and loss of public infrastructure and recreational benefits will be at risk. The California Department of Boating and Waterways is the designated agency for coordinating the State's beach erosion control program activities. The State's Beach Erosion Control Program provides for competitive grant funding opportunities for n eligible projects. The available funding levels are set at 75% from the State Department E% of Boating and Waterways with 25% matching from the local or regional agency. 1)" 1 AGENDA ITEM-j& Boating & Waterways Application City Council Staff Report September 11, 2000 The proposed project to be funded under the Beach Erosion Control Program will replace broken portions of the pile cap which stabilizes the concrete sheetpile; repair holes and spalled concrete within the sheetpiles; and seal cracks and joints. Minor modifications such as raising the height of some portions of the wall are also planned to improve the ability of this facility to hold beach sand on East Beach. An optional extension will also be investigated. The extension could be up to 300' long and could be submerged. Further investigation will be required. The cost to repair the groin is estimated at $500,000 and the extension is approximately $1,000,000 for a project total of $1,500,000. Moffat & Nichol Engineers has submitted a proposal to further investigate the various repair and modification options as well as provide engineering support in preparing the City's application at a cost not to exceed $7,500. FISCAL IMPACT: Funding to provide engineering support for the City's application is currently available within the City's 2000/01 budget. If the City's application for funding under this program is successful, the City will need to appropriate matching funds up to $ 375,000 within the 2001/02 City Budget. The City's contribution will vary should the City decide to perform the repair of the Groin only, the matching cost would be approximately $125,000; or repair the groin and reduce the extension to 100', the matching cost would be approximately $250,000. RECOMMENDATION: It is recommended that City Council: 1) Authorize the City Manager to execute a professional services agreement with Moffat & Nichols Engineers at a cost not to exceed $7,500. 2) Adopt a resolution supporting the Groin Repair Project and authorize the City Manager to apply for grant funds from the Department of Boating and Waterways.
