DEMONSTRATION PROJECT PROPOSAL,
TREES FOR SEAL BEACH FOUNDATION
SUMMARY OF REQUEST:
The proposed action will authorize a demonstration project (one block of Ocean Avenue
between 5`h and 6`h Streets) based upon the conceptual plan for Ocean Avenue, ls` Street
to 7`h Street, as proposed by the Trees for Seal Beach Foundation (See attached).
DISCUSSION:
The Trees for Seal Beach Foundation and various residents of Ocean Avenue have been
working on a proposal to enhance the local environment, improve drainage, and increase
safety on Ocean Avenue. The proposed plan, which is a culmination of ideas discussed
at several public meetings and workshops, is derived from the goals of the Trees for Seal
Beach Foundation and the criteria set forth by the City.
The goals of the Foundation are:
♦ Improvement to the environment - reducing air pollution through the planting of trees
and reducing noise through lowering speeds.
♦ Increase parkway landscaping to improve the aesthetics of City streets.
♦ Beautify Seal Beach and enhance the City's image while improving drainage and
biofiltration (improving water quality by filtering runoff through vegetated areas).
♦ Reduce traffic speeds for the safety of pedestrians via traffic calming solutions which
also provide landscaping opportunities.
During the development of various concepts, the City set basic design criteria and
assisted the group to develop viable improvements. The City's criteria for these
improvements are:
♦ No loss of parking spaces.
♦ No reduction in pedestrian and vehicle visibility at intersections.
♦ No impediments to drainage.
♦ Must maintain roadway space to accommodate vehicles, emergency vehicles, and
bicycles.

♦ General consensus of community with City Council approval before implementing
any plan.
The main features of the proposed plan are:
♦ Enlarge arkway by 3 feet on each side of the street /narrow roadway - An increase of
the parkway planting area from approximately 5' to 8' will improve planting areas to
permit healthy tree planting areas and increased landscaping opportunities. The
increased parkway width will cause a corresponding narrowing of the street by 6'.
The existing street is wider than normally required which enables us to narrow the
street while maintaining normal width traffic lanes (12'), bike lanes (4'), and parking
(7').
♦ Curb "Bulb- outs" at intersections — The plan proposes an additional narrowing at
intersections of 2'. This feature will provide the pedestrian improved visibility
around parked vehicles without stepping off the curb. This feature will also increase
the parkway area that can be landscaped. At stop sign intersections, the Stop sign
will be closer to the flow of traffic which will make the sign more visible to the
motorist. The bulbed out portions will not effect parking because they are only
permitted within the areas adjacent to the intersection where parking is currently
prohibited via red curb.
♦ Traffic Calming — The narrowing of the street and the introduction of more planting
should help reduce vehicle speeds. The concept of traffic calming is based upon the
theory that most drivers will drive at speeds that they feel comfortable with. Narrower
streets such as 14`" Street between PCH and Electric have average speeds that are
lower than wider streets such as Ocean Avenue.
♦ Improved drainage — The proposed project would replace all curb and gutter along
the street. This would enable the City's Engineering department to adjust the grades
and improve the flow of drainage water. New gutters adjacent to the curb will
eliminate the current potholes and standing water problems. Since the entire street is
being redesigned for drainage, the addition of bulb outs at the intersection would not
reduce drainage.
♦ Beautification- The project proponents propose that a landscape plan be developed
upon City Council approval of the conceptual plan. The landscape design process
with involve discussions between the project advocates and affected property owners.
♦ Cost — The estimated cost to construct the street improvements of the proposed
project which includes curb, gutter, and paving is approximately $420,000 or $70,000
per block. Additional landscaping costs would vary based upon the outcome of
community discussions. The project could be constructed as one project or as a
multi - phased project over several years to accommodate available funding. Typically,
the City has the responsibility to maintain curbs and drainage within City streets.
However, the funding levels required to perform the needed repair work citywide has
been difficult for the City to attain under the current revenue situation. The
rehabilitation of curb and gutter and correction of drainage problems on Ocean
Avenue would not be scheduled for some time under the current funding programs.
Historically, the City has held a policy of advancing rehabilitation and repair projects
whenever private property owners agree to share in the cost of improvement. The

Foundation has stated that a considerable amount of funds have been pledged by their
membership and various residents on Ocean Avenue. Upon establishment of a
community consensus, a funding program will be proposed to City Council by the
Foundation which may request City participation in funding the program.
The project proponents desire to illustrate the concept by implementing a demonstration
project. The demonstration project would include temporary striping of one block of
Ocean Avenue from 5th to 6`h Streets to show the affects of an expanded parkway and
narrowed street. Boxed trees would also be added by the Foundation to depict the
expanded parkway. The striping work would be performed by Public Works staff and
appropriate traffic control and signing would be utilized to safely transition traffic
through the demonstration project area. The temporary project would remain in place for
one weekend.
Upon conclusion of the demonstration project, the Foundation will hold another public
meeting to assess the community support for the proposed concept. If a consensus
regarding the street concept is reached, the conceptual plan and funding proposal would
be submitted to City Council for approval at a future meeting.
FISCAL IMPACT:
The cost to implement the proposed demonstration project is estimated at $1000 for City
labor and $1500 for striping materials, traffic control, and signing. Funds to implement
the demonstration project are available within the City's Street Maintenance Operations
Budget. The boxed trees will be provided by the Foundation.
RECOMMENDATION:
If desired, authorize City Staff to implement the Ocean Avenue Demonstration Project
utilizing existing funding within the City's Street Maintenance Operations Budget.
