Dear Mayor and City Council,
After receiving an email March 19, from Surfside Board of Directors as to the Seal Beach City Council
hearing on March 26 regarding proposed Surfside Zoning amendments along with their letter to Seal
Beach, the Winnen family who have owned A-38 for sixty years, would like to comment on our
concerns. While we appreciate the work that Seal Beach and Surfside Board have done to update
the zoning rules for Surfside we think that additional time and consideration should be taken before
these changes are ratified by the Seal Beach City Council.
Since this amendment impacts all of Surfside homeowners and its common owned land, we feel that
the Surfside ownerstshareholders need to be given a chance to vote on these proposed changes
before it is adopted. Our annual meeting is the end of July and since the Board of Directors have
stated that some of these non -conforming issues have been going on for years, we think it would be
appropriate for the community to be educated and vote on this in July before being codified by Seal
Beach City Council.
Our comments:
General requirements- d- As we understand this amendment on leased land: A- row owners have the
ability to build a 1 O' depth first floor patio and a 10' depth second floor deck with an 8' glass enclosure
on the second story if the first floor patio is unenclosed. Changing the glass enclosure on decks from
5' to 8' could be problematic. We can imagine that these rooms will include furniture, lights, TV's.
sound systems, and portable heaters. This could permanently impact adjacent neighbors 24/7 with
the lights, sound, and view impediments. Changing to 8' instead of the current 5' enclosures will
create issues for their neighbors. Historically, leased land use was to be used as an interface with
the beach with no ability to have permanent structures. Allowing these high and heavy glass
enclosures will mandate more permanent structural support on these one year at a time leases.
Surfside Minimum Unit Sizes: We are concerned that these unit sizes do not take into account the
Surfside's constrained parking issues. How many parking spaces are required for each unit?
"At grade" standards: We had a survey done regarding A -36's at grade patio. In the future, please
consider determining "at grade" as the crown of the street as you do for height limits rather than the
always changing sand level.in order to be clear for all and to be accurate over time.
Notifications: As owners of A-38, we were upset that we as next-door neighbors never received a
notice of the building application for A-36 from Seal Beach or Surfside. Was this a minor building
permit? A-36 has undergone an extensive redo with gutting the inside to the studs, building of
massive decks with steel posts and beams, and complete redo of the outside that started last spring
with completion a long way away. Shouldn't we have been notified? We would then had a chance to
know what was planned for next door and had the ability to comment. We want Surfside and Seal
Beach to review their requirements for notifications of building permits.
