Seal Beach, California March 26, 2018 The City Council met in regular session at 7:00 p.m. in the City Council Chambers. Council Member Deaton led the Pledge of Allegiance. Roberts, City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES All items pertaining to and submitted after the posting of the agenda were made available to the public and received and filed with the City Clerk. PRESENTATIONS /RECOGNITIONS •:• Orange County Vector Control Board Recognition ❖ Girl Scout Troop 2966 Gold Project Recognition ORAL COMMUNICATIONS Mayor Varipapa opened oral communications. Speakers: Mary Holland, Don Rounds, Chad Kurthy, Mike Verrechia and Joyce Ross - Parque. Oral communications was closed after the final speaker. CITY ATTORNEY REPORT City Attorney Steele stated the City Council met in Closed Session for the one item identified on the agenda and that there was no reportable action. CITY MANAGER REPORT At the request of City Manager Ingram, Marine Safety /Lifeguard Chief Joe Bailey provided an update regarding the two whales in the San Gabriel River near the Marina Street Bridge. City Manager Ingram announced that Finance Manager Alayna Hoang threw the first pitch at a recent Dodger Baseball game. She then discussed the amazing experience she had while participating in the Community Emergency Response Training (CERT) Program and thanked the various professionals that assisted in the program. She noted that the academy she attended was the largest since the inception of CERT and that 16 of the 58 people in attendance were from Seal Beach. City Manager Ingram encouraged participation noting that information could be located on the CERT website at westcountycert.com. COUNCIL COMMENTS Council Member Moore spoke regarding his attendance at Run Seal Beach 2018, noted his interest in participating in the CERT program and wished everyone a Happy Easter. Mayor Pro Tern Deaton spoke regarding the Orange County Fire Authority (OCFA) labor negotiations and homeless encampments in the City of Long Beach on the San Gabriel River jetty. Council Member Sustarsic stated her attendance at the Los Alamitos State of the City and announced the upcoming Los Cerritos Wetlands Authority meeting regarding the revitalization project. Council Member Massa - Lavitt commented on the upcoming Joint Land Use Study Plan meeting on April 4th and April 5th, 2018, and stated her attendance at Run Seal Beach 2018. Mayor Varipapa spoke of the successful Run Seal Beach 2018 event and thanked the Run Seal Beach Board, staff and Lions Club. COUNCIL ITEMS A. City of Seal Beach Strategic Plan — Six Month Strategic Objectives Update - That the City Council receive and file the City of Seal Beach Six -Month Strategic Objectives update. City Manager Ingram summarized the updated Strategic Planning Plan and Six Month Strategic Objectives and thanked the City Council for their support and participation in this productive and important planning process. B. Update on Gum Grove Nature Park - That the City Council receives and files an update on Gum Grove Nature Park. ( Varipapa) Maintenance Services Supervisor Joe Talarico provided a comprehensive PowerPoint presentation regarding the Gum Grove Nature Park Preservation and Restoration Plan. Mr. Talarico spoke regarding the general area, wildlife refuge, study by Golden Coast Environmental Services, Inc., current status of Gum Grove, provided both aerial and ground photos of the park and noted that the areas of importance are to preserve and protect the park as well as improve and enhance the aesthetic experience for users. General discussion followed the presentation including the request that restorative tasks be completed not during specific wildlife breeding periods. Mayor Varipapa requested that staff provide a City Council Policy regarding Park Preservation and Restoration at a future City Council meeting. CONSENT CALENDAR C. Approval of City Council Minutes - That the City Council approve the minutes of the Special City Council meeting held on March 7, 2018. D. Approval of City Council Minutes - That the City Council approve the minutes of the Closed Session /Regular City Council meeting held on March 12, 2018. E. Demands on City Treasury (Fiscal Year 2018) — March 26, 2018- Ratification F. Monthly Investment Report — February 2018 - Receive and file. G. Parking Vehicle Replacement - That the City Council adopt a Resolution: 1. Approving Budget Amendment No. 18 -09 -01 for $103,000; 2. Authorizing the purchase of three vehicles (two replacements and one new) and equipment for the City's parking enforcement fleet at a total of $103,000, in accordance with the breakdown set out in this staff report, pursuant to Seal Beach Municipal Code Section 3.20.030, 3. Authorizing the City Manager to approve purchase orders for the new vehicles, equipment and payment of all State taxes and fees required for delivery for vehicle and equipment purchases; and 4. Authorizing the City Manager to surplus existing vehicles and equipment upon completion of the new vehicle and equipment purchase and retrofitting. H. Second Reading and Adoption of Ordinance 1668 - That the City Council waive further reading and adopt Ordinance 1668 titled "An Ordinance of the City Council of the City of Seal Beach Reauthorizing and Continuing the City's Public, Educational, and Governmental ( "Peg ") Access Support Fee." Deaton moved, second by Massa - Lavitt, to approve the recommended actions on the Consent Calendar. AYES: Deaton, Massa - Lavitt, Moore, Sustarsic, Varipapa NOES: None ABSENT: None ABSTAIN: None Motion carried PUBLIC HEARING I. An Ordinance of the City of Seal Beach Zone Text Amendment 18 -1 amending Title 11 regarding residential development standards in the Surfside Colony area areas RLD- 9 (Residential Low Density - 9) — That the City Council conduct a public hearing and, upon conclusion, introduce and conduct first reading of the proposed Ordinance, amending Section 11.2.05.015.A of Chapter 11.2.05 Title 11 of the Seal Beach Municipal Code relating to residential development standards in the Surfside Colony area zoned RLD -9 (Residential Low Density — 9). Interim Community Development Director Landavazo provided a detail report regarding the suggested changes to the Seal Beach Municipal Code Title 11 though proposed Zone Text Amendment 18 -1. Mayor Varipapa opened the public hearing. Speakers: Robert Osborne, Paul Mesmer and Bibi Mesmer spoke in opposition of the proposed Ordinance. Todd Stockwell, John Blake, Joyce Ross - Parque, Laura Cohen, John McMann and KC Coultrup spoke in support of the proposed Ordinance. Mayor Varipapa the closed the public hearing. Mayor Pro Tern Deaton requested clarity from Interim Director Landavazo who explained that this item aligns the Seal Beach Municipal Code with current allowable building in Surfside. There was further general discussion regarding the introduction of Ordinance 1669. City Attorney Steele read the title of Ordinance 1669 for the record. Deaton moved, second by Massa -Lavitt to approve the introduction and first reading of the Ordinance 1669, amending Section 11.2.05.015.A of Chapter 11.2.05 Title 11 of the Seal Beach Municipal Code relating to residential development standards in the Surfside Colony area zoned RLD -9 (Residential Low Density — 9).
