That the City Council approve the minutes of the Regular City Council meeting
held on April 9, 2018.

The City Council met in regular session at 7:03 p.m. in the City Council Chambers.
Council Member Moore led the Pledge of Allegiance.

ORDINANCES
Council Member Sustarsic requested that Item C be pulled from the consent calendar
for separate consideration. All items pertaining to and submitted after the posting of the
agenda were made available to the public and received and filed with the City Clerk.

ORAL COMMUNICATIONS
Mayor Varipapa opened oral communications. Speakers: Dr. Jeff Barke (President, Los
Alamitos Unified School District), Pat Shermatic, Larry Bails, Bruce Bennett and Joyce
Ross - Parque. Oral communications was closed after the final speaker.
CITY ATTORNEY REPORT
There was nothing to report by City Attorney Steele.
CITY MANAGER REPORT
City Manager Ingram congratulated Los Alamitos Unified School District
Superintendent, Dr. Sherry Kropp for her Orange County Superintendent of the Year —
2018 recognition and thanked her for her vision and leadership.
COUNCIL COMMENTS
Council Member Massa -Lavitt stated her attendance at the Rivers and Mountains
Conservancy and spoke regarding efforts to obtain grant funding for Seal Beach to
assist in beach cleanup of debris from the San Gabriel River.
Council Member Sustarsic stated her attendance at the Los Cerritos Wetlands
community meeting and the College Park East Neighborhood Association Spring Fling
event.
Mayor Pro Tem Deaton encouraged community attendance at the next Citizen - Council
Fire Services Advisory Ad Hoc Committee meeting on April 19, 2018 at 6 p.m. in the
Council Chambers.
Council Member Moore stated his attendance at the Naval Weapons Station Joint Land
Use Study meeting.
Mayor Varipapa stated his attendance at the Naval Weapons Station Joint Land Use
Study meeting and the Lions Club Easter Egg Hunt.

CONSENT CALENDAR
A. Approval of the City Council Minutes - That the City Council approve the minutes
of the Closed Session /Regular City Council meeting held on March 26, 2018.
B. Demands on City Treasury (Fiscal Year 2018) - April 9, 2018 - Ratification
Monday, April 9. 2018.

D. Second Reading and Adoption of Ordinance 1669 - That the City Council waive
further reading and adopt Ordinance 1668 titled "An Ordinance of the City of Seal
Beach Zone Text Amendment 18 -1 Amending Title 11 Regarding Residential
Development Standards in the Surfside Colony Area Zoned RLD -9 (Residential
Low Density - 9)."
E. Tow Service Agreement for 2018 - 2021 - That the City Council adopt Resolution
No.'s 6807 and 6808 approving Tow Service Agreements between the City of
Seal Beach and the two approved Tow Service providers, Mr. C's Towing and
Country City Towing, and authorizing the City Manager to execute the
agreements on behalf of the City of Seal Beach.
Deaton moved, second by Massa - Lavitt, to approve the recommended actions on the
Consent Calendar.

ITEM REMOVED FROM THE CONSENT CALENDAR
C. Adopt Resolution No. 6806 Repealing Resolution No. 6249 Effective
April 30, 2018 - That the City Council adopt Resolution No. 6806 repealing
Resolution No. 6249, a Resolution of the Seal Beach City Council Amending the
City's Comprehensive Fee Resolution to Adopt an Annual Increase Provision for
Certain Fees Based Upon Increases to the Consumer Price Index to Recover
Costs Associated with Providing Public Services.
At the inquiry of Council Member Sustarsic, Director Beatley clarified that the intent of
the item which did not include the immediate increase to raise fees for Community
Service's programs. She stated that all fee changes require City Council approval.
Deaton moved, second by Massa - Lavitt, to approve the recommended actions on the
Consent Calendar.

NEW BUSINESS
F. Police Services Study - Approval of Contract — Approval of Resolution No. 6809
authorizing the City Manager to enter into a professional services agreement with
Matrix Consulting Group to coordinate, facilitate and prepare a Police Services
Study and Organization Resource Allocation Audit.
Police Chief Joe Miller provided a comprehensive PowerPoint presentation reviewing
details provided in the staff report. During the presentation there was general
discussion and clarifications regarding the scope of services for this study. At the
request of Council, Chief Miller stated that he would discuss the opportunity to review
technology applications with Matrix Consulting and will include Council Members and
resident participation in the study process.
Deaton moved, second by Moore, to approve Resolution No. 6809 authorizing the City
Manager to enter into a professional services agreement with Matrix Consulting Group
to coordinate, facilitate and prepare a Police Services Study and Organization Resource
Allocation Audit, the recommended actions on the Consent Calendar.
