Home My WebLink AboutCC Res 4352 1994-11-14 RESOLUTION No. 4~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA APPROVING THE CITY'S PARTICIPATION IN THE HOUSING AND COMMUNITY DEVELOPMENT PROGRAM OF THE COUNTY OF ORANGE (YEAR XXI) THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: I WHEREAS, it is the intent of the City of Seal Beach to participate in the filing of an application with the County of Orange for a grant authorized under the Housing and Community Development Act of 1974; and WHEREAS, the Housing and Community Development Act of 1974 authorizes cities under 50,000 in population to enter into cooperative agreements with the county in which they are located for the purpose of undertaking essential community development activities; and WHEREAS, the Federal government requires participating cities to provide certifications that the funds will be obtained and utilized pursuant to Federal law and policy; and WHEREAS, the City Council approves the following projects, in order of priority, to be included in the City's grant proposal: 1. Youth Aftercare - $50.000 This is a continuation of an ongoing program. The City utilizes funds to provide additional recreation supervisors for after-school programs. The funding allows school aged children from low and moderate income families to participate in Seal I Beach Recreation sponsored after-school and summer activities which currently are available only at a cost. The Recreation Department is proposing to increase after-school activities to include sports fundamentals and other activities for local children and teenagers to provide alternative after-school activities. The requested funding amount has been increased from previous years as the City is anticipating the inclusion of new programs within this request. 2. Financial Assistance for Day Care Facilities - $10,000 Additional funds for day care assistance funded through PY's 16, 17 & 20. The City was awarded $20,000 for day care assistance to qualifYing low/moderate income families during PY 16 and $7,500 each year during PY 17 & 20. This year's request is to maintain the program initiated during PY 16. The City's Recreation Department has recently initiated the programmed is requesting funding to continue this program. 3. Social Services for Seniors- $3,000 The City will utilize funds to provide financial assistance to senior citizens for the cost of social services. Presently seniors must pay an initial consultation fee for social service visits. These funds will be available for seniors to pay this initial fee. I 4. Orange Caregiver Resource Center - $2,000 Utilization of funds to provide financial assistance to the Orange Caregiver Resource Center to aid in ilS goal of providing nursing care for brain-impaired adults, thereby allowing the caring families to attend a two (2) day retreat from the rigors of care of the brain-impaired adults. The proposed funding will provide nursing care for up to six (6) families, allowing family members to attend the retreat. I I I Resolution Number ~~~ 5. Handicapped Curb/Sidewalk Access - 5100.000 The City will utilize funds to provide handicapped curb access at intersections within the City in accordance with the Americans with Disabilities Act. 6. Old Town Sidewalks - 580.000 The City will utilize funds to repair and replace tree damaged sidewalks throughout Old Town, the City's Target Area. These funds will be utilized by the City in its annual program to repair and replace tree damaged sidewalks throughout the Old Town area. 6. Seal Beach Boulevard Stonn Drain - 550.000 The City will utilize funds to repair and/or replace the Seal Beach Boulevard stonn drain which serves the 200,300 blocks of Seal Beach Boulevard. Iffeasible, this improvement will limit future flooding at the intersection of Seal Beach Boulevard and Electric Avenue. 8. Ocean Avenue Allev (Dolphin Avenue to Main Street)- 5200.000 The City will utilize funds to replace deteriorating water lines in the Ocean Avenue alley as well as to resurface the alley from Dolphin Avenue to Main Street. The City has scheduled this project for the 1995-96 fiscal year. 9. Main Street Beat Officer(s) - 580.000 Funds will be used to staff one or two beal officers for the Main Street area for one year. These officers are intended to quell the perceived increase in crime along Main Street. 10. New Rooffor Citv-owned Girl Scout House Funds will be used to re-roofthe City-wned girl scout house at the corner of 7th Street and Electric Avenue. The subject site is located within the City's target area and serves as the meeting place for the local girl scout troop.
