OF TIlE CITY OF SEAL BEACH, APPROVING TIlE RECElPI' OF A $55,000 GRANT FROM TIlE CAliFORNIA DEPARTMENT OF BOATING AND WATERWAYS FOR TIlE PURCHASE AND INSTAllATION OF lWO NEW DIESEL MARINE ENGINES ABOARD TIlE CITY'S LIFEGUARD OCEAN RESCUE BOAT. WHEREAS, the City of Seal Beach does maintain a year-round ocean lifeguard service for the education and safety of its beach patrons, and WHEREAS, the City's area of responsibility for this ocean lifeguard service is bordered to the east and to the west by boat barboring marinas, and WHEREAS, the San Gabriel River, located at the west end of the City beach, attracts power boats, jet skis and surfers, and WHEREAS, as a consequence, there is an unusual concentration of boating activity in the City's off-shore waters, and WHEREAS, this concentration of boating activity does, on occasion, include operators who operate their boats in a reckless and unsafe manner, and WHEREAS, there exists no natural or well dermed line of demarcation which safely separates swimmers and boaters, and WHEREAS, on the occasions of deep water swim rescues, necessitated by large stonn surf, it is imperative that an off-shore rescue platfonn be available to relieve the beach guard of his rescue victim, and WHEREAS, in an effort to address the above concerns, the City of Seal Beach does maintain a 28-foot, twin engine rescue boat to provide surveillance, enforcement and assistance, and WHEREAS, although the City's ocean rescue boat is nineteen years of age, it has been meticulously maintained and is in excellent condition, and WHEREAS, the Lifeguard Department has been awarded a $55,000 grant by the state'~ Department of Boating and Waterways, specifically to replace the rescue boat's gasoline engines with new diesel engines. NOW" THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach, California, hereby: 1. Approves the receipt of the $55,000 grant from the CaIifornia Department of Boating and Waterways for the above project; and 2. Certifies that said agency has or will have sufficient funds to operate and maintain the project; and 3. Appoints Jerry Bankston, the City Manager, as agent of the City of conduct all negotiations, execute and submit all documents including but not limited to applications, agreements, amendments, payment requests, and so on, which may be necessary for the completion of the aforementioned project.
