HomeMy WebLinkAboutPC Min 2018-03-19City of Seal Beach — Planning Commission March 19, 2018 Chair Thomas called the regular meeting of the Planning Commission to order at 7:00 p.m. in the City Council Chambers. Commissioner Campbell led the Pledge of Allegiance. ROLL CALL Present: Commissioners: Campbell, Klinger, Thomas, Aguilar Absent: Commissioners: Grgas Staff Present: Amy Grayson, Assistant City Attorney Crystal Landavazo, Interim Community Development Director Steven Fowler, Assistant Planner Robin L. Roberts, City Clerk APPROVAL OF AGENDA Motion by Campbell, second by Klinger, to approve Agenda. AYES: Aguilar, Campbell, Klinger, Thomas NOES: None ABSENT: Grgas ABSTAIN: None Motion Carried ORAL COMMUNICATIONS Chair Thomas opened oral communications. Speakers: Joyce Ross-Parque requested plans she submitted in October regarding a bathroom. CONSENT CALENDAR There were no consent calendar items. SCHEDULED MATTERS There were no scheduled matters. CONTINUED ITEMS There were no continued items. NEW BUSINESS 1. Minor Use Permit (MUP) 18-2 317 Central Avenue Applicant: Uyen Tran Request: Request for a Minor Use Permit to allow an alteration of less than 25% of interior walls to add a bathroom and to create an open floor plan within a residence that is nonconforming due to setbacks located in the Residential High Density (RHD -20) zoned area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No.18-4, APPROVING Minor Use Permit 18-2 with Conditions. Assistant Planner Steve Fowler provided a comprehensive staff report and indicated he hasn't received any correspondence. Chair Thomas opened the public hearing. Speakers: Joyce Ross-Parque spoke in favor of MUP 18.2. Campbell moved, second by Klinger, to adopt Resolution No.18-4, APPROVING Conditional Use Permit 18.2 with Conditions. AYES: Aguilar, Campbell, Klinger, Thomas NOES: None ABSENT: Grgas ABSTAIN: None Motion Carried Assistant City Attorney Greyson noted that the ten-day appeal period starts tomorrow. PUBLIC HEARINGS 2. Conditional Use Permit (CUP) 18-1 12489 Seal Beach Boulevard Applicant: Craig D. Oka Request: Request for a Conditional Use Permit to allow the operation of a full service bar with a Type 47 (On -Sale General) alcohol license use at a proposed 9,933 sq. ft. restaurant within the Shops at Rossmoor commercial center located in the General Commercial (GC) zoned area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No.18-5 recommending APPROVING of Conditional Use Permit 18-1 to the City Council. Assistant Planner Steve Fowler provided a comprehensive staff report and indicated he hasn't received any correspondence. Assistant Planner Fowler addressed Commissioner Campbell's questions regarding the entrance of the restaurant. Additionally, he indicated that the proposed project is 500 sq. ft. larger than the previous Marie Calendars. Assistant Planner Fowler addressed Commissioner Aguilar's questions regarding hours of operation indicating the Marie Calendars opened at 7am and Hof's Hut is requesting to open at 6am. Due to the different floor plans of the restaurants, the occupancy of the proposed restaurant has not yet been determined. He also noted that alcohol will stop being served at 11 pm Sunday — Thursday and 12am Friday and Saturday. Chair Thomas opened the public hearing. Speakers: The President of Hoffman Hospitality Group, Brad Hoffman, expressed his excitement to open a restaurant in Seal Beach and spoke regarding the bar, parking, and when construction will start. Architect Craig Oka, thanked Steve Fowler for his help with the square footage on the patio and indicated there are about 20 seats at the bar along with a handicap section. Campbell moved, second by Aguilar, to adopt Resolution No.18-5 recommending APPROVING of Conditional Use Permit 18-1 to the City Council. AYES: Aguilar, Campbell, Klinger, Thomas NOES: None ABSENT: Grgas ABSTAIN: None Motion Carried Assistant City Attorney Grayson noted that the ten-day appeal period starts tomorrow. DIRECTOR'S REPORT Interim Director Landavazo announced the April 0 and !P Open House from 5pm-7pm for a Joint Land Use Study at the Marina Community Center and Fire Station 48. Information is available on the City website and was published in the SUN newspaper. COMMISSION CONCERNS Interim Director of Community Development addressed Commissioner Campbell's concerns regarding a sign that was not permitted and has been removed.
