Ingram, City Manager FROM: Steve Myrter, P.E., Director of Public Works SUBJECT: Amendment to the West Orange County Water Board Joint Powers Agreement — Change Fiscal Year Period SUMMARY OF REQUEST: That the City Council approve an amendment to the West Orange County Water Board (WOCWB) Joint Powers Agreement (JPA) to change the WOCWB Fiscal Year from October 1st through September 30th to July 1st through June 30th BACKGROUND AND ANALYSIS: The City of Seal Beach is a member of the West Orange County Water Board (WOCWB), which is the joint powers agency that owns and operates the water distribution system conveying water from the Municipal Water District of Orange County (MWDOC) to the cities of Huntington Beach, Garden Grove, Westminster, and Seal Beach. MWDOC supplies 25% to 30% of the water demand for Seal Beach used mainly during the summer season. All of the cities including Seal Beach save funds by sharing pipelines that deliver water to the cities. Without the WOCWB, Seal Beach would have to construct and maintain an individual pipeline delivering water from the Metropolitan Water District to the City of Seal Beach. The WOCWB JPA fiscal year currently operates from October 1st to September 30th. Staff is recommending that the WOCWB JPA be amended to change the operating fiscal year to July 1st through June 30th to correlate with the City's fiscal year. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: No legal analysis is required for this item.
