Ingram, City Manager FROM: Steve Myrter, P.E., Director of Public Works SUBJECT: West Orange County Water Board Fiscal Year 2018-2019 Operating Budget SUMMARY OF REQUEST: That the City Council adopt Resolution No. 6825 approving the Fiscal Year 2018- 2019 budget of the West Orange County Water Board (WOCWB). BACKGROUND AND ANALYSIS: The City of Seal Beach is a member of the West Orange County Water Board (WOCWB), which is the joint powers agency that owns and operates the water distribution system conveying water from the Municipal Water District of Orange County (MWDOC) to the cities of Huntington Beach, Garden Grove, Westminster, and Seal Beach. MWDOC supplies 25% to 30% of the water demand for Seal Beach used mainly during the summer season. All of the cities including Seal Beach save funds by sharing pipelines that deliver water to the cities. Without the WOCWB, Seal Beach would have to construct and maintain an individual pipeline delivering water from the Metropolitan Water District to the City of Seal Beach. The total operating expenses for the coming year are $769,845. The City of Seal Beach's net share is $114,496 (Attachment B). ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed the resolution and approved as to form. Agenda Item J FINANCIAL IMPACT: This is a routine annual expense of the water utility. There is no General Fund impact. RECOMMENDATION: That the City Council adopt Resolution No. 6825 approving the Fiscal Year 2018- 2019 budget of the West Orange County Water Board (WOCWB). The City Council hereby approves the proposed budget of the West Orange County Water Board for Fiscal Year 2018-2019. The total operating expenses for the Board are $769,845. Seal Beach's net share of the amount is $114,496.
