Workshop held on May 22, 2018.

The City Council met in a Special Budget Workshop at 5:35 p.m. in the City Council
Chambers. Mayor Varipapa led the Salute to the Flag.

CITY MANAGER REPORT
City Manager Jill Ingram noted that the budget document provided is in draft form, and
necessary changes will be made and the final budget will be presented at the June 11,
2018 City Council meeting, after receiving direction from the City Council during the two
posted Budget Workshops. She stated that for the last seven years the City Council was
presented a balanced budget; however, this year, even after significant reductions, the
budget is unbalanced and has a structural deficit. City Manager Ingram thanked the
entire staff for their efforts and forward thinking ideas to help reduce the deficit. She
noted that because we each take ownership of the budget and face significant
expenditure increases beyond our control; that each department will discuss the
challenges of maintaining excellent services and preserving the quality of life expected
in Seal Beach. City Manager Ingram thanked the City Council for their policy guidance,
the executive management team and their teams for their collaborative efforts and
Director Beatley and Finance Manager Hoang for their financial expertise.
BUDGET STUDY SESSION
Director of Finance /City Treasurer Victoria L. Beatley, Finance Manager Alayna Hoang,
Assistant City Manager Patrick Gallegos, City Clerk Robin Roberts, Interim Community
Development Director Crystal Landavazo, Police Chief Joe Miller, Public Works Director
Steve Myrter and Marine Safety /Lifeguard Chief Joe Bailey provided the 2018 -2019
Fiscal Year Budget PowerPoint presentation.
Finance Director Beatley introduced the item by summarizing the following: Overview of
the FY 2018 -2019 Budget process, General Fund Summary, Revenue Projects,
Expenditure Estimate, Fund Balance and Reserves, and Long Term Challenges.

The executive team then presented department budget overviews that included Mission
Statements, Organizational Charts, primary responsibilities and activities, cost
reductions, potential impact to services, and discussion items.
Council Members received clarification during the presentation and directed staff to
provide follow -up discussion items at the next Budget Workshop on Thursday, May 24,
2018.
ORAL COMMUNICATIONS
Mayor Varipapa opened oral communications. Speakers: Bruce Bennett, Jonathan
Waller, and Robert Goldberg.
ADJOURNMENT
With no objections, Mayor Varipapa adjourned the meeting at 10:02 p.m. to Thursday,
May 24, 2018 at 5:30 p.m. for a Special Study Session — Budget Workshop, Capital
Improvements Projects.
