BACKGROUND AND ANALYSIS: This section does not apply to this item. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: No legal analysis is required for this item. FINANCIAL IMPACT: There is no financial impact for this item. Speakers: Jonathan Waller, Norm Innis, Jim Brady, Brook Reed, Woody Woodruff, Breta Lemon, Sloan Moore, Kim Kelly, Bruce Bennet, and Joyce Ross - Parque. Oral communications was closed after the final speaker. CITY ATTORNEY REPORT There was nothing to report by City Attorney Barrow. 2 CITY MANAGER REPORT At the request of City Manager Ingram, Sergeant Mike Henderson spoke regarding the Hazard Mitigation Plan Public Outreach meetings and survey available on the City of Seal Beach website at www.sealbeachca.gov. City Manager Ingram recognized Finance Director /City Treasurer Vikki Beatley and the Finance Department for their efforts in receiving the Certificate of Achievement for Excellence in Financial Reporting Program from the Government Financial Officers Association. COUNCIL COMMENTS Council Member Sustarsic spoke regarding her attendance at the Orange County Transportation Agency Open House regarding the 1- 605 /Katella Construction Project, two Citizen /Council Fire Services Ad Hoc Committee meetings, City Clerk's Office celebration in honor of International Municipal Clerks Week, Public Works Department celebration for National Public Works Week, and the discussion regarding US /California Agricultural Department Med Fly program at the Joint Forces Training Base. Mayor Pro Tern Deaton thanked the Lions Club and Grace Community Church for the Memorial Day Services. She indicated that the legal notice regarding the Farmers Market event was noticed in the Sun News and that the permit requested is for a 90 day period. She then requested that the City host a stakeholders meeting regarding the staffing costs for community sponsored events. Mayor Pro Tern Deaton also thanked the Police Department staff for participating in the homelessness meeting held in Long Beach. Council Member Moore spoke of his attendance at the Edison Garden clean up, thanked staff for their hard work in the budget process, noted his attendance at the Long Beach Homelessness meeting with Mayor Pro Tern Deaton, and thanked the Police Department for working with Long Beach. Additionally, he indicated he attended the Citizen /Council Fire Services Advisory Ad Hoc Committee meetings and thanked the committee for their participation. Mayor Varipapa spoke of his attendance at the Seal Beach Memorial Day Services and thanked the community for honoring those who served. COUNCIL ITEMS A. City of Seal Beach Strategic Plan - Six Month Strategic Objectives Update. City Manager Ingram provided an update of the Six Month Strategic Objectives. The City Council received and filed the City of Seal Beach Six Month Strategic Objectives update. 3 CONSENT CALENDAR B. Approval of April 23, 2018 City Council Minutes — That the City Council approve the minutes of the Regular City Council meeting held on April 23, 2018. C. Demands on City Treasury (Fiscal Year 2018) - May 29, 2018 — Ratification D. Monthly Investment Report— Receive and file. E. Agreement to Transfer Property or Funds for FY 2015 Homeland Security Grant Program ( "HSGP ") Purposes — That the City Council adopt Resolution No. 6821 approving an Agreement to Transfer Equipment, Technology, or Services to enhance county wide emergency preparedness, and authorize the City Manager to execute the Agreement on behalf of the City of Seal Beach and any actions necessary for the purpose of obtaining federal financial assistance provided by the Department of Homeland Security and sub - granted through the State of California and the County of Orange. F. Budget Amendment for Local Hazard Mitigation Plan — That the City Council adopt Resolution No. 6822 to approve Budget Amendment No. 18 -10 -01 for $72,000. G. Renewal of Agreement for Prosecution Services with Orange County District Attorney (OCDA) — That the City Council adopt Resolution No. 6823 approving the renewal of an existing Agreement with Orange County District Attorney (OCDA) for Prosecution Services of Seal Beach Municipal Code violations. This Agreement shall continue in full force and effect for a five -year period commencing July 1, 2018, terminating on June 30, 2023. H. Approval of Landscape Maintenance Agreement with SoCal Land Management for City Wide Landscape Maintenance — That the City Council approves Resolution No. 6824 authorizing the City Manager to enter into a professional services agreement with SoCal Land Maintenance for citywide landscape services and reject all other bids. Amendment to the West Orange County Water Board Joint Powers Agreement - Change Fiscal Year Period— That the City Council approve an amendment to the West Orange County Water Board ( WOCWB) Joint Powers Agreement (JPA) to change the WOCWB Fiscal Year from October 1 st through September 30th to July 1 5' through June 30th. 0 J. West Orange County Water Board Proposed Budget for Fiscal Year 2018- 2019 Operating Budget — That the City Council adopt Resolution No. 6825 approving the Fiscal Year 2018 -2019 budget of the West Orange County Water Board (WOCWB). K. Award and Authorize the City Manager to Execute a Construction Contract with PaveWest for Old Ranch Road Pavement Rehabilitation Project CIP No. ST1703 — That the City Council adopt Resolution No. 6826; awarding a construction contract with PaveWest for the Old Ranch Road Pavement Rehabilitation Project, CIP No. ST1703 in the amount of $54,178.25 and rejecting all other bids; authorizing the City Manager to execute a construction contract on behalf of the City; and authorize the City Manager to approve contract change orders not to exceed a total of $11,000. Deaton moved, second by Massa - Lavitt, to approve the recommended actions on the Consent Calendar.
