Ingram, City Manager FROM: Steve Myrter, Director of Public Works SUBJECT: Approve Plans and Specifications for the Annual Slurry Seal Project CIP No. ST1701 & ST1801 SUMMARY OF REQUEST: That the City Council approve the plans and specifications for the Annual Slurry Seal Project for FY 2016 -17 (CIP No. ST1701) & FY 2017 -18 (CIP No. ST1801) and authorize the solicitation for bids. BACKGROUND AND ANALYSIS: On September 25, 2017, the City Council approved a project list for improvements that are to be partially funded by Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017, as amended on September 16, 2017 pursuant to Assembly Bill 135. The aforementioned list of approved projects was submitted to the California Transportation Commission (CTC), as required prior to receiving an apportionment of funds under SB1. Included in the Council - approved project list is ST1801 Annual Slurry Seal Program, which will be combined with ST1701 to create a larger slurry seal project. See Attachment A for Slurry Seal Location Maps. A slurry seal extends the effective life of asphalt concrete (AC) pavement and provides a new wearing surface. The slurry seal is spread over the existing AC pavement, which places a protective coat to the pavement that is just beginning to show signs of wear. As identified in the 2016 Pavement Management Program report, this Slurry Seal Project will slurry seal portions of College Park West, Bridgeport, The Hill, and The Cove as identified in Attachment A. Additionally, staff has verified the proposed locations to have no sewer, water, or storm drain improvements in the near future. The plans and specifications have been completed and approved by the City Engineer and staff is ready to solicit for bids. Plans and specifications are available for review in the City Engineer's office. Agenda Item G ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed and approved this item. FINANCIAL IMPACT: In the approved FY 2017 -18 Budget, State Gas Tax funds are budgeted for FY 2016 -17 Annual Slurry Seal Project CIP No. ST1701 in the amount of $150,000; and for FY 2017 -18 Annual Slurry Seal Project CIP No. ST1801 in the amount of $250,000. The total budgeted amount of State Gas Tax Funds for the combined project is $400,000, of which $170,387 is from the 2017 -18 SB1 Funds. The engineer's cost estimate for construction is $355,000. RECOMMENDATION: That the City Council approve the plans and specifications for the Annual Slurry Seal Project for FY 2016 -17 (CIP No. ST1701) & FY 2017 -18 (CIP No. ST1801) and authorize the solicitation for bids.
