Thank you. Schelly Questions for 6111/18 City Council Meeting: Schelly Sustarsic 1. One resident asks about switching to an IRA —401K system. Is this allowable? Defined contribution plans are allowable. Would we have to opt -out of CalPERS and pay out all the money owed? Yes we would need to "quit" CalPERS and pay the requisite amount (multiple millions) to exit the plan. Also, do we pay city employees "prevailing wage" (i.e., same as in private industry)? No we do not and this is not currently a requirement. 2. Another resident suggested that we might sell advertising (doctors, etc.) on the LW shuttle to help pay for it. Is this something that we could do? We can research the potential. My budget /fiscal sustainability questions: 1. How much revenue would adding meters to the Fire Station Lot generate? Who would this affect? The revenue would be hard to estimate, however the Main Street meters generate about $120,000 annually and there are more spaces in that Fire Station lot. Merchants? Merchants would still be allowed to park there with their permits so staff anticipates there would be no additional challenges. Perhaps there may be fewer if parkers have to pay to park in that lot. 2. Fire Assessment charge: would this need a ballot measure? That is staff's understanding. 3. Car dealership idea: Would the city only receive sales tax from buyers who live in Seal Beach? The Sales Tax revenue goes to the place that the "sale is negotiated" so that revenue would come to Seal Beach. 4. Will we have a problem with the next minimum wage increase for part timers (since we are not instituting the Class and Comp study)? Is this increase reflected in the budget? Since there are so few minimum wage employees that this would affect and we are unsure of the employment status in January, no change was incorporated into the Projected Budget. 5. Are we not going to try for the SBl (gas tax) money this year? Yes the new funds have been anticipated in the budget. Do we think that the gas tax will be recalled? It is truly dependent on the voter turnout. The chatter that we are hearing is that since there is both a Republican and Democrat in the Governor's race that the voter turnout will be higher. The presumption of those who support the repeal is that more Republican voters will likely vote to repeal. 6. When will the 1" Street restaurant open so that we can begin collecting rent? The new tenants have yet to submit final plans for approval so that is hard to say at this point. Is this rent reflected in the budget? Not at this time. The rent is collected from the Property Manager and rather than presume that everything would remain on schedule staff took the conservative approach and did not include revenue in the Tidelands Fund. 7. Long Beach collection of coins from parking meters: Now that we have a parking meter system with technology, would we be able to do this in -house to save money? We have discussed taking over this task by utilizing our Public Works staff. However, given the work load and the fact that the City will require meter maintenance, etc. we opted to leave the contract cost ($12,000) in the budget. Do we know, before pick -up, exactly how much money is in each meter? Yes. Is there a chain -of- custody issue? The meters are collected under dual custody. There is not a chain of custody issue as the meter coin boxes are emptied into a lockbox that is returned to the City for counting. Warrants: Check # 6383 Home Depot Credit Services $11,411.28 What is this for? As indicated in the Warrant Register, it is for all of the transactions that are listed. The largest component is for the work done at the Lifeguard facility. Check # 6452 Coastal Risk Management Inc. $12,746.00 What is this for? As indicated in the Warrant Register this is for repair work done to awning /carport area. The location of the facility is the Public Works yard. Check # 6466 Gillis & Panichapan Architect $ 5,910.00 What is this for? This is for the architect services that City staff has contracted with to oversee the City's work at the 1" Street restaurant facility. Check # 6507 Liebert Cassidy Whitmore $69,674.72 What is this for? Personnel - related legal support.
