The City Council met in a Special Budget Workshop at 5:34 p.m. in the City Council
Chambers. Mayor Varipapa led the Salute to the Flag.

BUDGET STUDY SESSION — CAPITAL IMPROVEMENT PROGRAM
' Director of Public Works Steve Myrter, with assistance from Deputy Director Michael
Ho, Associate Engineer David Spitz and Recreation Manager Tim Kelsey provided
information and clarification on the following during a PowerPoint presentation:
5 Year Capital Improvement Program (CIP); 2017-18 projects completed; projects in
process; funding sources; Tidelands Fund projects; building and facility improvement
needs; sewer projects; storm drain improvements and analysis; street projects including
street striping, parking management, signage, traffic signal battery backup, asphalt
resurfacing and slurry seal; water systems, wells and reservoir improvements; 2018-19
Capital Improvement Projects summary, and a list of unfunded CIP projects with
estimated costs.
Director Myrter then provided a PowerPoint titled 2018-19 Fleet Replacement identifying
two fleet replacement needs.

Mayor Varipapa opened oral communications regarding CIP Projects and fleet
replacement needs. Speakers: Robert Goldberg and Joyce Ross Parque.
Director of Finance/Treasurer Vikki Beatley then provided information summarizing the
Fiscal Year 2018-19 General Budget Study Session held Wednesday, May 22, 2018,
' noting that the estimated deficit is $477,600. The presentation further included follow
up items including the proposed cost savings in the City Manager and Police
Departments, Senior Transportation programs, tree trimming contract, beach grooming
operations, janitorial services. Director Beatley spoke of revenue generation concepts

such as increases to street sweeping, tree trimming and Tennis Center fees. The
presentation concluded with discussion of the annual cost to maintain Main Street and '
clarification regarding Senate Bill 1 funding.
Council Members received clarification during the presentations and staff received
direction to include the following in the proposed budget: suspend City Council
discretionary spending; retain membership with the League of California Cities, however
not to pursue membership with the ACC -OC; reduce tree trimming, beach cleaning, and
janitorial services; continue to analyze reducing the cost of senior transportation and
consider providing outreach of existing no or low cost County transportation services;
research and provide recommendations on revenue generation including cost recovery,
Proposition 218 related fees, and a tax measure for the November 6, 2018 General
Municipal Election.

ADJOURNMENT
With no objections, Mayor Varipapa adjourned the meeting at 8:58 p.m. to Monday, May
29, 2018 at 5:30 p.m. to meet in closed session if deemed necessary.
