Till, City Manager From: Lee Whittenberg, Director of Development Services Subject: RECEIPT OF ORANGE COUNTY COUNCEL OF GOVERNMENTS "2000 -01 OWP PROJECT REQUEST STATUS" SUMMARY OF REQUEST Instruct Staff to forward to Planning Commission and Environmental Quality Control Board for information purposes. Receive and File Staff Report. DISCUSSION The Orange County Council of Governments (OCCOG) has prepared an updated "2000-01 OWP Project Request Status" report for the fiscal year 2000-01 Overall Work Program with the Southern California Association of Governments. Staff is providing a copy of this document for the information of the City Council (See Attachment 1). Bike Route Viability Study ($70,000) $60,000 Eval. of EIR Assumptions and Mitigation measures ($95,000) $50,000 "Database" ($0) $70,000 Smart Shuttle (Phase 11) ($75,000) $0 Benchmarks (Phase 11) ($55,000) $0 Alameda Corridor East ($0) $50,000 Air Quality Planning ($0) $50,000 Total Requested: $845,000 Total Recommended by SCAG: $630,000 39 Orange County Council of Governments Proposed projects for 2000 -2001 Overall Work Program (Status Report: 05- 030 -00) Livable Communities (Phase 3, Year 2) - $150,000 Requested Funding will be used to complete the second year of the OCCOG's Inter - disciplinary Design Competition begun using 1999 -00 OWP funds. Design Competition is being undertaken to . solicit ideas on accommodating future growth in Orange County, and is also being offered to educate youth in Orange County schools regarding transportation and planning issues, techniques, and solutions. Project will also serve to establish transportation, planning and livability objectives for Orange County, with commensurate performance paths (strategies) for achieving such objectives. Demographic Support - $80,000 Requested Support of continued database / demographics support for Orange County Growth Forecast and use in SCAG planning activities. ACCESS Support / Database development - $85,000 Requested Funding to be used for continued work to improve practicality and usefulness of ACCESS and to initiate database information exchange between SCAG and Orange County jurisdictions and agencies. Funding also to be used for updating Orange County databases, including General Plans, for inclusion in SCAG's regional data set. RTP Completion - $50,000 Requested The project will continue Orange County's participation in the RTP process. Specifically, OCCOG will continue to provide information to Orange County cities and the public about the regional transportation plan. OCCOG will participate in all RTP related meetings. Regional Economic Development Forum - $75,000 Requested In conjunction with local and regional stakeholders, as well as groups such as the California Association for Local Economic Development (CALED), OCCOG will hold a forum to discuss collaborative approaches to regional economic development. Topics to be discussed will include Orange County's role in moving goods from the port area to the rest of California and beyond and the needed infrastructure to sustain growth. OCCOG will reach out to educational, business and other regional groups to start a dialog about the future of Orange County's economic growth. Water Supply and Urban Runoff Awareness Campaign - $50,000 Requested The cities in Orange County were made aware of the impacts of urban runoff with the closures in Huntington Beach last year. In addition, cities in south Orange County fear diminishing water supplies as allocations from the Colorado River are lowered. OCCOG will work with regional water districts, the Sanitation District and others to develop a public education and awareness campaign. OCCOG will also try to facilitate a dialog between cities, special districts and state agencies to better understand the scope of the problem and how to approach dealing with urban runoff. 41 Outreach Services for SCAG - $60,000 Requested Continuing our work with SCAG, OCCOG will provide outreach and educational services for SCAG projects and programs within the sub - region. Orange County Commuter Bike Route Viability Study - $70,000 Requested Description: Project will evaluate Orange County's existing Master Plan of Bikeways and provide recommendations / information for consideration in the potential implementation of specific commuter bike paths (in addition to existing recreational routes). Study will identify opporttmities / constraints, identify funding opportunities, and solicit input / support from jurisdictions, employers, and funding agencies. Evaluation of EIR Assumptions and Mitigation Measures - $95,000 Requested Project will assess assumptions and mitigation measures made for various project proposals undertaken during the last twenty years to assess whether appropriate / adequate transportation mitigation is successful pursuant to project development. Results will be used to help local jurisdictions better improve proposed development assumptions and conditioned mitigation measures. Additional Projects (Recommended) Smart Shuttle Project (Phase II) - $75,000 Requested Funding will be used to complete planning and implementation process for the Anaheim Resort Transportation Shuttle Project. The second phase of the project will concentrate on the completion of the Smart Shuttle routes, stops, and signage program. Efforts to procure intelligent transportation system (ITS) components will be completed in this phase. Cost- effectiveness, applicability, sustainability, and customer acceptance of the ITS tools in Smart Shuttle applications will be evaluated as related to tourism travel and work - related trips. Orange County Benchmarks (Phase II) - $55,000 Requested Project will update Orange County Phase I Performance Indicators and convene Orange County interests ( OCCOG member agencies and others) to begin process of developing specific performance benchmarks (goals) and establishing mechanisms for goal tracking and achievement. Project will dovetail with regional goal- setting being undertaken by SCAG. Total proposed 2000 -2001 OWP Budget - $845,000 42
