Badum, Director of Public Works /City Engineer Subject: AWARD BID FOR THE PCH & BALBOA DRIVE INTERSECTION IMPROVEMENTS, PROJECT NO. 822 SUMMARY OF REQUEST: The proposed action will award the construction contract for the construction of intersection improvements to re -align Balboa Drive to the lowest responsible bidder, EC Construction Company, in the amount of $93,810.3 I and authorize the City Manager to execute same. DISCUSSION: As part of the Measure M Competitive program, the City received funding for improvements at the intersection of Balboa Dr. and Pacific Coast Highway. Currently, the north -south alignment of Balboa Drive is skewed. During the Avalon Homes development, the City obtained the necessary right of way to widen the north section of the roadway. This work consists of relocation of existing utilities, traffic signals, cabinets, and striping of the intersection to achieve a better alignment. The project should be completed by October to allow for SCE, GTE, and Cable to perform their relocations. City staff completed the plans and specifications for this project. Four bids were received and opened by the City Clerk on June 21, 2000 as listed below: I E.C. Construction $93,810.50 2 BA Construction $107,287.00 3 Sully Miller $137,175.51 4 Palp, Inc. /Excel $149,613.00 The low bidder, EC Construction Company, is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the project. I AGENDA ITEMIp. y�. r Award Construction Contract City Council Staff Repart June 2G, 2000 FISCAL IMPACT: Funds are currently available within the City's Capital Improvement program budget 041- 49822 -044 to construct these improvements using Measure M Competitive Funding, Growth Management Area 6. RECOMMENDATION: It is recommended that the City Council award the construction contract for the PCH and Balboa Intersection Improvement, Project 822 to EC Construction Company in the amount of $93,810.31.
