Till, City Manager V 7 FROM: Nancy Beard, Director of Parks, Recreation & Community Services SUBJECT: Tree Preservation Ordinance - Proposed SUMMARY OF REQUEST: Council to approve the proposed Tree Preservation Ordinance as a means of adding emphasis to regulations on the removal, planting and trimming of trees in the public domain. BACKGROUND OR DISCUSSION: Residents of Seal Beach are becoming increasingly aware of the tangible benefits that trees provide in the urban environment. Healthy trees reduce air and noise pollution, provide energy - saving shade and cooling, furnish habitat for wildlife, enhance aesthetics and property values and are an important contributor to community image, pride and quality of life. Furthermore, many communities have realized that in order to protect and enhance their valuable tree resources, it is useful to view and manage the trees as a cohesive unit, the urban forest. Tree ordinances are among the tools used by communities striving to attain a healthy, vigorous and well - managed urban forest. A tree ordinance provides the authorization and standards for management activities. It is the goal of the ordinance to establish rules and regulations governing tree planting, maintenance and removal on the public right of way. The ordinance reinforces the responsibility of the City in tree related activities. It creates basic performance standards such as requirements for new construction, canopy cover or shading when possible and species diversity. The ordinance provides for flexibility in implementation and addresses enforcement and penalties. The following points are specified in the Ordinance: • Reinforces the City's commitment to follow national pruning standards set the International Society of Arboriculture (ISA) and the California Department of Forestry an d Fire Protection • Licensing requirements for tree trimming operations • Allows for licensed gardeners to provide routine tree trimming on private property with in acceptable guidelines. • Restates the City's policy regarding tree topping • Prohibits the removal, destruction or unauthorized pruning of any publicly owned trees including parkway and median trees Agenda Item Q Tree Preservation Ordinance — Page 2 — June 26, 2000 • Establishes penalties for violations • Sets replacement standards The Seal Beach Tree Committee and The National Arbor Day Foundation provided input on the proposed ordinance. The city's adoption of a tree preservation ordinance will complete the requirements to achieve a Tree City USA designation by the National Arbor Day Foundation. FISCAL IMPACT: There is no additional fiscal impact to the current budget. The City of Seal Beach currently budgets for tree care within the approved budget. We have significant interest and already preliminary committed funds exceeding $30,000 to commence the second phase. With City Council and Staff concurrence we will commence construction in the next few weeks. Trees for Seal Beach strongly supports the City in the implementation of a Tree Ordinance. The results of our efforts will benefit our community in many ways: - ySafety - We are looking at a street design that will slow traffic on Ocean Avenue. No lillit s' `parking spaces will be lost in this design. J ,, Climate Control -trees and landscaping have been proven to reduce and stabilize air -' temperatures which not only reduces the ozone effect but provides for a more comfortable 't,';',.•:. - living environment. A". ` '�f Air Pollution - it is proven that trees are effective at removing both solid and gaseous 4 . particles from the air. The landscape-enhanced neighborhood also encourages more people to get out and walk and socialize. The new 'livable' streets create a new sense of pride. a' Property Values - it is estimated property values increase 10 - 20% in a landscape enhanced neighborhood. Other Values - over the course of 50 years, a single tree can generate $31,250 of oxygen, - provide $62,000 worth of air pollution control, recycle $37,500 worth of water, and control $31,500 worth of soil erosion.
