SUBJECT: Team Building/Gaa[ Setting Ses on Follow-up
As a result of our Team Building/Goal Setting meeting last Thursday, I am attaching
the proposed Goals/Objectives agreed upon at the session. Dr. Garcia has prepared the
attached proposed goals for Council review. Please review and contact me with any
changes or additions you may have by August 2, 2004. After Council has reviewed the
proposed goals, I will then prepare a staff report for Council adoption. Within that
report, I will list the target dates for each goal and objective.

2004 Proposed Goals
GOAL
Deliver Responsive, User -Friendly Customer Service.
• Improve customer service at City Hall by monitoring complaints and providing
training to staff.
• Evaluate current staff levels (regular employees and contract staff) to determine
accuracy of job descriptions, assess current and future staffing needs, and
estimate potential costs.
• Develop a relationship with the business community to smooth ties to the
residents and help new enterprises get settled in.
GOAL
Improve Quality Of Life For All Residents.
• Keep the City of Seal Beach free of the West Nile Virus.
• Maintain the City's Infrastructure (streets). (RG Note: The sheet indicates that
it should go under Customer Service but that didn't make sense to me)
• Continue efforts to improve water quality.
• Increase the number of City staff to be more responsive to citizens' requests for
service (RG Note: I wasn't sure if this should have gone under customer service
but this is how it was noted on the sheet).
• Ensure that the Seal Beach Tennis Project is successful.

GOAL
Improve The Effectiveness Of The City Council
Working Together And With The Public And City Staff.
• City Council needs to be more aggressive (assertive?) in giving policy direction
to the City Manager.
• City Council should have one regularly scheduled monthly Council meeting
and one regularly scheduled monthly study session (Two regularly scheduled
meetings per month).
• City Council should be prepared to discuss issues at the study sessions and
work toward constructive solutions.
• City Council should receive Agenda Packets by Wednesday before City
Council Meetings.
• City Council should strive to represent all of Seal Beach.
GOAL
Effectively Utilize Revenues For Essential City
Services.
• Work toward an efficient and effective City organization.
• Examine the Budget with a goal to identify areas for savings that can be
transferred to other City services.
• Develop a 10 -year (or less) plan for the repair of all roads.
• Develop a report for the City Council on advantages and disadvantages of
eliminating the Redevelopment Agency.
• Develop a report for the City Council evaluating all City property to determine
what properties the City should keep and which should be sold.

Develop a report for the City Council assessing the feasibility of lowering the
Utility Users Tax in light of projected cost savings stemming from the budget
review, elimination of the Redevelopment Agency and the sale of City
properties.
• Develop a report for the City Council on the review and evaluation of all City
contracts and franchises to determine if any need to be changed, re -negotiated,
and re -issued.
• Develop a report for the City Council on the advantages and disadvantages of a
Charter Amendment for a directly elected City Attorney.

Adopt A Proactive, Constructive Approach To Land
Use Issues.
Brief the City Council on the Naval Weapons Station Master Plan.
Dedicate resources to the proper acquisition and restoration of the Hellman
properties.

Subject: Team Building/Goal Setting Workshop
Arrangements are continuing for the Team Building/Goal Setting Workshop scheduled
for July 15, 2004. Some Council Members have expressed a concern about the short
timeframe for submitting goals to Dr. Garcia In an effort to make it easier for Council to
develop goals, Dr. Garcia is suggesting that Council can either submit goals at the
workshop or directly to him by fax or e-mail. Dr. Garcia's fax number is (626) 447-1124
and his e-mail address is rRarciaQlririamanaaement.com. In order to make the team
building/goal setting workshop a success, it is important for Council to be prepared to
participate on July 15th.

(626) 447-3318. Dr. Garcia will be able to answer your questions about the workshop or
the development of the individual goals.

• Ensure that the residents of Leisure World receive their fair share of city -
provided services for the amount of financial support they provide the
city. (Levitt)
➢ They receive fewer outside services, as they pave their own streets, utilize the
police far less than do other residents, arrange for their own trash pick-up, provide
their own street lighting, etc.
• Stave to represent all of Seal Beach Supporting what is best for the
whole city, voting against what is not in the best interest of the majority of
the city's citizens. (Levitt)
➢ This will frequently require achieving a balance between financial -security -d ru-
growth, and maintaining a small-town, anti -growth, anti -business atmosphere.
. • Protect the residents of Leisure World and the rest of the city against
such vector -spread diseases as West Nile. (Levitt)
➢ Will work as closely as possible with Orange County Vector Control to achieve
this goal.
), • Simplify Council Meetings. (Larson)
➢ One meeting a month, no TV, no grandstanding or playing to the press. (Larson)

function of the Chamber of Commerce but it did not turn out that way.
