Goals:
1. Improved Customer Service at City Hall — City Manager and Department Heads
are responsible for the quality of customer service (or lack thereof). Customer
service is measured by the number and frequency of complaints that come to the
City Council and are voiced at City Council Meetings. The City Manager and
Department Heads need to monitor and train staff (and consultants/contract
employees) to improve Customer Service in the following areas:
- Treat people who come to the City with respect.
- Be cooperative and fully answer their questions.
- Return phone calls in a timely manner.
- Be helpful — staff works for the people, not visa versa.
City Hall staff should not be referred to on the street as the "Taliban" due to their
behavior.
2. Budget Savings — Examine the Budget with a goal to identify areas for savings
that can be transferred into public works for additional road repairs in the down
town area. In addition, develop a 10 year (or less) plan for repair of all roads in
the down town area.
3. City Staff — Evaluate current staff levels (regular employees and contract staff) to
determine: job descriptions, current and future staff needs as well as costs. Part of
this evaluation will include a determination of which (if any) positions to fill, to
combine or to eliminate.
4. Redevelopment Agency — Begin the process of eliminating the Redevelopment
Agency.
5. City Property — Evaluate all City Property to determine what we should keep and
what we should sell.
6. Utility Users Tax — As a result of numbers 2, 4 and 5 above, determine if we can
lower the Utility Users Tax.
7. Contracts and Franchises — Review and evaluate all to determine if any need to be
changed in any way, such as giving termination notice that the City will be going
out to bid on the contract.
8. City Attorney — Determine the advantages/disadvantages of a Charter
Amendment for a directed elected City Attorney.
