A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA APPROVING THE CITY'S
PARTICIPATION IN THE HOUSING AND COMMUNITY
DEVELOPMENT PROGRAM OF THE COUNTY OF ORANGE
(YEAR XXII)
I THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
WHEREAS, it is the intent of the City of Seal Beach to participate in the filing of an application
with the County of Orange for a grant authorized under the Housing and
Community Development Act of 1974; and
~REAS, the Housing and Community Development Act of 1974 authorizes cities under
50,000 in population to enter into cooperative agreements with the county in
which they are located for the purpose of undertaking essential community
development activities;.and
WHEREAS, the Federal government requires participating cities to provide certifications that
the funds will be obtained and utilized pursuant to Federal law and policy; and
WHEREAS, the City Council approves the following projects, in order of priority, to be
included in the City's grant proposal:
1. Seal Beach Boulevard Storm Drain - $250.000

The City will utilize funds to repair and/or replace the Seal Beach Boulevard storm
drain which selVes the 200, 300 blocks of Seal Beach Boulevard. This funding will
accompany $25,000 in CDBG funds allocated last year and potential funding from
O.C. Flood Control and the City of Seal Beach. The intent of this funding is to
limit future flooding at the intersection of Seal Beach Boulevard and Electric
Avenue which has been flooded on several occasions over the past decade.
2. Resurfacinl! of Seal Beach Boulevard (200.300 blocks) - $100.000
The City will utilize funds to resurface the 200 and 300 blocks of Seal Beach
Boulevard. This section of Seal Beach Boulevard serves as an entrance into Old
Town Seal Beach and is arguably the most run down section 6fthe City. The
street is a concrete roadway which has experienced extensive cracking over the
past 40+ years. This project would place an asphalt overlay on top of the existing
concrete.
3. HandicaDDed Curb/Sidewalk Access. $100.000

The City will utilize funds to provide handicapped curb access at intersections
within the City in accordance with the Americans with Disabilities Act. The City
received $45,000 in Year 21 funding for this project. This year's request for
funding will continue the City's ongoing program to retrofit intersections for
handicapped accessibility.
4. Youth Aftercare - $40.000
This is a continuation of an ongoing program. The City utilizes funds to provide
additional recreation supeIVisors for after-school programs. The funding allows
school aged children from low and moderate income families to participate in Seal
Beach Recreation sponsored after-school and summer activities which currently
are available only at a cost. The program includes after-school activities including

sports fundamentals and other activities for local children and teenagers to provide
alternative after-school activities. Qualifying low/mod families are eligible for $300
per year in funding to use toward the above mentioned youth activities, this figure
has dropped from $600 per year last year in response to additional demand for the
service and diminishment offunds.
s. Financial Assistance for Dav Care Facilities - $10.000

Additional funds for day care assistance funded through PY's 16, 17,20 & 21. The
City was awarded $20,000 for day care assistance to qualifying low/moderate
income families during PY 16 and $7,500 each year during PY 17 & 20. This
year's request is to maintain the program initiated during PY 16. The City's
Recreation Department has administered this program for over a year now and is
requesting funding to continue this program.

6. Marv Wilson Senior Center Rehab. $4.000
The City will utilize funds to repair the air conditioning, leaking roof and some
wear damage to kitchen facilities of the senior center at the Mary Wilson library.
7. Housim! Rehabilitation Funds - $100.000
The City will utilize funds to provide low interest grants and loans for housing
rehabilitation assistance to low and moderate income households. Low interest
loans will be available for necessary housing maintenance and grants will be
available to rectify health and safety hazards or to provide energy conservation.

8. Resurfacinl! of Old Town Streets - SIOO.OOO
The City will utilize funds to resurface residential streets throughout Old Town,
the City's Target Area. A number of streets in Old Town are in bad need of repair.
These funds would allow the City to resurface a number of the most needy streets,
potentially 12th Street and Central Avenue.
9. East Main Street A1lev (Ocean Avenue to Central Avenue) - $150.000
The City will utilize funds to replace deteriorating water lines in the East Main
Street alley as well as to resurface the alley from Ocean Avenue to Central
Avenue. Iffunded. the City will schedule this project for the 1996-97 fiscal year.
TOTAL REQUESTED
$854,000
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach does
hereby adopt the Housing and Community Development Block Grant Proposal and Certifications I
for Program Year 22 (XXII).
