SUMMARY OF REQUEST:
On June 21, 2004, City Council will be conducting an interview process to fill the vacant
City Council seat in District Five.
BACKGROUND:
As directed by City Council, staff advertised in all three local newspapers that there is a
vacant City Council seat, and City Council was seeking applicants from District Five to
fill the remaining term of former Council Member Doane. In addition, staff prepared an
information sheet to assist interested individuals with the process. The application
process closed on Thursday, June 17`h at 5:00 pm.
Four District Five residents submitted letters of interest for the vacant City Council seat.
They are:
Phil Ladner
Mike Levitt
Edmund Loritz
Anne Seifert*
Former City Clerk, Joanne Yee, as a neutral third party, participated in a drawing,
witnessed by the City Clerk and City Manager, to determine the order of interviews.
They are as follows:

The process for the interviews is a two- minute opening statement, 20 minutes for
questions and answers and a two- minute closing statement. In order to help City Council,
staff has prepared a list of suggested interview questions for the candidates, however, the
City Council has latitude on what questions can be asked during the interview process.
Following the completion of the interviews, City Council will begin its deliberation
process. If City Council is able to select a replacement, staff has prepared a resolution
appointing the individual to the vacant City Council seat. Staff is recommending that the
oath of office be administered by the City Clerk at the June 28`s City Council meeting.

*In verifying Ms Seifert's residency the County Voter Registration office indicated that she changed her
affidavit of registration on June 7, 2004, to the Golden Rain address. The City Attorney advised that she
would not be eligible to be appointed on June 21, 2004 because she was not a registered voter in District 5
for a minimum of fifteen days prior to the date of appointment, however she will be able to go through the
interview process.
Script for City Council Interviews
1. Thank all the candidates for submitting letters of interest to
fill the vacancy in District 5.

4. Request that all candidates not being interviewed to wait in
the City Manager's Conference Room until called upon.
The City Manager will inform them when the Council is
ready for the next candidate. This will ensure that
candidates who will be interviewed later do not receive an
advantage. Once a candidate has completed their
interview by the Council, they are welcome to stay in the
Council Chambers.
5. Members of the public are encouraged to refrain from
public displays such as clapping or cheering. For many of
the candidates this is their first time addressing the
Council, so please do not make them uncomfortable.

City Council District 5 Vacancy Information
The Seal Beach City Council has accepted the resignation of Mr. William Doane, thereby
creating a City Council vacancy. City Council has chosen to fill the vacancy by
appointment of an individual that resides within District 5. The appointment must be
made within 30 days of the acceptance of the resignation. It is anticipated that the
appointment will be made on June 21 st or 22nd. The following information is designed to
help individuals interested in applying for the vacant City Council seat in District 5.
Who is eligible to apply for the vacant City Council seat in District 5?
In order to be considered to fill the vacant City Council seat of District 5, you must be at
least 18 years old, a registered voter, and reside within the District 5 boundaries.
What are the District 5 boundaries?
A map of District 5 is attached to this information packet. Generally, District 5 is solely
within Leisure World, and covers a portion of Mutual 1 west of St. Andrews and all of
Mutual 2 through 9. The City Clerk will verify the residency of all interested candidates
to fill the District 5 seat.
What do I need to submit to be considered to fill the District 5 vacancy?
City Council has requested that each person submit a letter of interest and either a resume
or biography. The letter of interest should contain your address and telephone number so
that the City Clerk can verify your residency within District 5, and provide you
information throughout this process.
When is the last day I can submit a letter of interest and a resume or biography?
The deadline for submitting a letter of interest is Thursday, June 17, 2004 at 5:00 pm. If
the submitted materials are not in the City Clerk's Office by 5:00 pm on June 17, 2004,
they will be rejected. No postmarks will be accepted. If you are concerned about meeting
the deadline, please hand deliver your materials to the City Clerk.

What is the process to fill the unexpired term?
The City Council has decided to fill the vacancy through the appointment process. City
Council will interview interested persons from District 5 on Monday, June 21, 2004 at
6:00 pm in the City Council Chamber located at 211 Eighth Street. If necessary, the City
Council will continue the interview process to Tuesday, June 22, 2004. Following the
interview process, City Council will deliberate and select the person to fill the unexpired
seat in District 5. The selected candidate will be swom in following City Council's final
selection.
When does the unexpired term in District 5 end?
The term of office for District 5 ends May 2006.
Will the interviews be open to the public?
The interviews will be open to the public and materials submitted by the candidates are a
public record.
Are City Council Members compensated?
City Council Members receive $300 per month, and $30 per month for redevelopment
agency meetings.
When are the regularly scheduled City Council meetings held?
City Council meetings are held every 2 "d and 4d' Monday of each month, beginning at
7:00 pm.
What will I be asked during the interview process?
City Council will ask a variety of questions during the interview process that relate to the
candidates experience and understanding of Seal Beach issues.
How will I be informed of my status?
The City Clerk's Office will inform all candidates of their status and confirm the date and
time for the interviews. It is very important that all candidates provide an address and
telephone number with their letter of interest.
