Sellers, Chief of Police SUBJECT: Establishing Wages for Police Aide Position u lf.�if` Nna" That Council adopts a resolution establishing an hourly rate for the part-time position of Police Aide. BACKGROUND Within the Police Department there currently exist vacancies for two part time Community Services Officers. If staffed, these employees would be assigned to the Traffic Bureau and would primarily work parking enforcement. The current hourly rate of pay for an entry level Community Services Officer is $13.58 plus benefits established for full-time employees. The amount currently budgeted as salaries for these two vacancies is approximately $2,175.00 a month. In addition to these two vacant positions, the Police Department has a need to hire a third part time person to work parking enforcement in the metered lots in the evenings, an assignment currently not staffed. The Police Department staff believes that it would better serve the City's needs if three part time Police Aide positions were created and employees hired at a lower rate of pay to specifically perform the traffic enforcement function of the Community Services Officer. These positions would fill the two part—time Community Services Officer positions as well as an additional third position to provide the night time staffing necessary to work enforcement in the newly metered municipal lots. Because of the narrower job responsibilities of the Police Aide position, and because it is intended to be a shorter term, part time job, the proposed rate of pay for this position is less than the rate of pay for the Community Services Officer. A check of the pay rate for similar positions across the county revealed a wide salary range. In an effort to draw qualified applicants and still realize salary savings, the Police Department is recommending the following salary range: $9.87 -$10.36 -$10.88 -$11.43- $12.00 Agenda Item April 28, 1999 Page 2 - Police Aide Salary The monthly salary cost for three (3), twenty (20) hour a week Community Services Officers would be approximately $3,265.00. The monthly salary costs for three (3), twenty (20) hour a week Police Aides would be approximately $2,369.00 or $896.00 a month less than three (3) Community Services Officers. FISCAL IMPACT The employment of three Police Aides at the proposed pay rate represents an additional monthly expense of $194, or roughly $2,328 a year. Because of salary savings recognized from vacant Community Services Officer positions in the 1998/99 budget, there will be no impact on the current budget. If approved, these minimal cost increases will be incorporated into the Police Department's proposed 1999/00 budget, and should be off -set by increased parking fine revenue generated by the third position.
