Beard, Director of Parks, Recreation & Community Services SUBJECT: Orange County Transportation Authority— Contract Amendment SUMMARY OF REQUEST: That Council approves the amendment between the City of Seal Beach and the Orange County Transportation Authority for the Senior Nutrition Transportation Program. BACKROUND: This is an amendment to the annual contract increasing the transportation fees in the agreement from $12,475 to the actual anticipated cost of $12,725.92. FISCAL IMPACT: There is no impact on the current budget. This amount is currently budgeted. Funding is provided through the Air Quality Improvement Fund. RECOMMENDATION: Upon motion of the Consent Calendar, Council will approve the amendments to the contract for transportation for the Senior Nutrition Program and authorize the City Manager to execute same. Keenan D"row M,,hw Pouo As you know, the Orange County Transportation Authority (OCTA) provides Director transportation service to seniors attending the nutrition program at your site -- l'S'W under a contract with the Area Agency on Aging (AAA). What you may not °OPL1O' know is that this service is actually operated by two private firms under contract otlM' to OCTA. In accordance with federal procurement procedures, OCTA must ah, a error competitively bid these contracts every five years. We are currently in the ao oo� process of doing this; the OCTA Board of Directors will consider the award of these contracts in August 1999. Our E..onxro Member goal is to make any transition seamless to our passengers. At most of the q am senior centers, the private contractor schedules the nutrition transportation trips directly, coordinating with center staff. While this scheduling and passenger ANa Me information is available to OCTA upon request, we do not have the information in our database, which is necessary to ensure your service is provided without cragoyT wmrerorcom ma a interruption after the transition date. To ensure that the services provided to seniors attending your site are not disrupted, we are updating our database and need your assistance in this effort. We will first obtain current routing and passenger information from our contractors and identify specific individuals not in the OCTA database. Then we will request your assistance in contacting individuals and having them complete an ADA application. While ADA eligibility is not necessary to receive the AAA nutrition program transportation, the application is needed to include the individual in OCTA's database. This triggers a unique identification number which allows the software to schedule nutrition trips for that individual. After this data is processed and input, OCTA staff will be working with the contractors and senior center staff to implement new scheduling procedure. • Orange County Traoaportetlon Authority 550 South Main Sheet/ V.O. Sox 14184 /Orange /Calilomia 92863-15841(714)560-OCTA(62R2) a 4 Senior Centers July 20, 1999 Page 2 An advantage of having the seniors affiliated with your center complete ADA applications is that some of them may qualify to use ACCESS service and can then take advantage of that program for other types of trips. We recognize that this process may be inconvenient, but feel that this is the best approach to ensure the nutrition trips for the seniors attending your center are not disrupted in the future. I'd like to stress that this process will not result in a loss of service to those seniors currently using the nutrition transportation if they are not found to be ADA eligible. The senior center alone is responsible for identifying those seniors who are eligible for nutrition transportation through the AAA program. If they haven't done so already, OCTA staff will be in contact with you in the near future to initiate this process.
