A Resolution of the City Council of the City of Seal Beach
Petitioning Southern California Edison and Rockwell
International toProvide a Safe and Aesthetically Acceptable
Alternative to the 66kV Power Lines Adversely Impacting the
City
WHEREAS, the City Council of the City of Seal Beach has been requested by
numerous residents to consider the issue of Southern California Edison's
(SCE) 66 kV lines which traverse the center of Seal Beach, including
Bridgeport, Old Town and Marina Hill; and
WHEREAS, the 66,000 volt lines, which serve as a parallel power transmission source
for Rockwell International, provides no other service to the residents of
Seal Beach; and
WHEREAS, these power lines were originally routed from a power plant that has been
out of existence for nearly 30 years and carry 5.5 times the voltage
present in other area lines; and
WHEREAS, Seal Beach residents living in close proximity to the 80 foot high, 66kV
lines have circulated petitions expressing concern over the noise,
aesthetics, potential detriment to the health, safety and welfare as as well
as impacts to their property values associated with the power lines; and
WHEREAS, the State Board of Education has specified in a policy statement that no
new school sites shall be considered if they are to be located within 100
feet of power lines of similar specifications; and
WHEREAS, the close proximity of these lines to homes, businesses and to the
entrance of an elementary school constitutes an unnecessary exposure
for the families of our community as well as children from surrounding
communities attending our school; and
WHEREAS, it is incumbent upon Southern California Edison and Rockwell
International to evaluate the substantial detrimental effects of the obsolete
routing of these lines and the resultant impacts to their Seal Beach
neighbors, and to vigorously explore immediately available options,
including but not limited to the acquisition of alternative easements, to
allow for a more efficient and safe method of providing power supplies as
necessary.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach
does hereby petition the Southern California Edison Company and Rockwell
International Corporation to immediately commence efforts to relocate the 66kV lines to
improve the safety and quality of life in the community, preserve property values and
protect the Health, Safety and Welfare of the citizens of Seal Beach.
