SEAL BEACH BOULEVARD BRIDGE WIDENING
AT I-405, PROJECT #750
GENERAL DESCRIPTION:
The proposed professional engineering services contract will provide planning,
environmental, and preliminary engineering services in conjunction with the City's planned
Seal Beach Boulevard Bridge Widening over I405 Project, #750.
The City is proceeding with a project to widen the Seal Beach Boulevard Bridge over the
San Diego Freeway (1405) to accommodate existing and future traffic needs. The project
will include widening of the existing bridge to accommodate six through lanes, auxiliary
ramp merge lanes, bicycle lanes, sidewalks, and median. In order to proceed with the
widening of a bridge within State highway right of way, Caltrans requires that their project
development and environmental clearance procedures be completed before design of plans
and specifications can begin. Due to the complexity and time constraints of this process,
staff recommends that professional engineering firm be retained to provide these project
development and environmental services. The proposed scope of work will include the
following:

• Task 2 — Interchange Geometry and Advanced Planning Study;

Upon conclusion of a consultant selection process, City Staff determined that Robert Bein,
William Frost and Associates (RBF) is the most qualified consultant to perform the
proposed work. A proposal has been obtained from RBF to perform the proposed
services at a fixed amount not to exceed $227,800. Staff has reviewed the proposal and
finds that the costs are based on appropriate manpower estimates and competitive hourly
rates.
FISCAL IMPACT
Funds for the proposed work, $227,800, are presently available within the City's 1998/99
budget. This phase of the project will be fully funded under the Measure M Growth
Management Area program. The future design and construction of the project will be
funded by additional Measure M funds, traffic impact fees, and Gas tax.
RECOMMENDATION
City Staff recommends that the City Council authorize the City Manager to execute a
professional services agreement with Robert Bein, William Frost and Associates to
provide planning, environmental, and preliminary engineering services in conjunction with
the City's planned Seal Beach Boulevard Bridge Widening over I-405 Project #750 at a
cost not to exceed $227,800.
