DISCUSSION
The Restoration Advisory Board has been provided with a copy of a document entitled "Draft
Final - Site Management Plan for Weapons Support Facility, Seal Beach Installation Restoration
Program", prepared by Naval Facilities Engineering Command, Southwest Division, dated
November 23, 1998. A copy of portions of that report is provided as Attachment 1 for the
information of the City Council. The entire document has not been provided due to its length,
173 pages
The City Council, Planning Commission, Environmental Quality Control Board, and Archaeological
Advisory Committee were provided a copy of the earlier document entitled "Draft - Site Management
Plan for Weapons Support Facility, Seal Beach Installation Restoration Program", prepared by Naval
Facilities Engineering Command, Southwest Division, dated September 8, 1998. A copy of portions of
that report was provided for the information of the City Council. The entire document has not been
provided due to its length, 170 pages.
A copy of the document is available at the Weapons Support Facility and at the City of Seal Beach
Department of Development Services for review by the public.
During the next several months, the City will be reviewing several documents relating to various

phases of this ongoing clean-up effort from past disposal practices upon the Naval Weapons Station.
Staff reports will be considered by the Environmental Quality Control Board and City Council as
appropriate.
FISCAL IMPACT
None. All expenses of the Installation Restoration Program" are the responsibility of the Navy. Staff
resources are allocated to attend meetings of the Technical Review Committee, review documents
produced regarding the program, and provide appropriate status reports to the City Council and other
appropriate city agencies/persons.
RECOMMENDATION

Executive Summary
This Site Management Plan(SMP)serves as a "snapshot"of the Navy's Installation
Restoration(IR)Program actions at Naval Weapons Station(WPNSTA),Seal Beach(or
base). As such,this SMP can be used as a planning and scheduling document for
coordinating the IR Program. The IR Program is the Navy's program for identifying,
investigating,assessing,characterizing,and cleaning up or controlling releases of hazardous
substances;and reducing the risk to human health and the environment from past waste
disposal operations and hazardous materials spills at Navy/Marine Corps activities in a
cost-effective manner. (DON, 1997).
Background information for the IR Program at WPNSTA Seal Beach is presented in the
SMP,including the base's mission,location,physical setting,and the IR Program Team. The
base's current status on major environmental regulatory programs are also summarized.
The Federal Facility Site Remediation Agreement(FFSRA)between the Navy and the State
of California establishes a procedural framework and schedule for expediting response
actions at WPNSTA Seal Beach;and it facilitates cooperation,exchange of information,and
participation between the Navy and the state. The FFSRA also integrates overlapping
Comprehensive Environmental Response,Compensation,and Liability Act(CERCLA),
Resource Conservation and Recovery Act(RCRA),and state requirements,while
maintaining the Navy's lead federal agency's role. The presence of the Seal Beach National
Wildlife Refuge(NWR)within the base's boundaries has a major influence on the conduct of
the IR Program.Five recommended areas of community relations improvements include
advance notification to cities,additional archaeological/cultural resources involvement,
protection from airborne releases of contaminants during soil transport,timely response to
community comments,and continued community communications regarding the IR
Program.
The status of environmental response actions at WPNSTA Seal Beach is reviewed in the
SMP. Historic response actions,ongoing studies,and removal actions under the IR Program
are documented. Also,the current status of the base's underground storage tank(UST)
program is summarized. Seventy hazardous waste locations have been identified at
WPNSTA Seal Beach through the IR Program.Thirty are currently part of the IR Program;
4 have been cleaned up through removal actions;3 have been transferred to the UST
program;and 33 have been granted"no further action"status as permitted facilities or lack
evidence of contamination.
The IR Program Team for WPNSTA Seal Beach is centrally organized under the Navy Lead
Remedial Project Manager(RPM)from the Southwest Division,Naval Facilities Engineering
Command. In this position,the Lead RPM oversees and coordinates the IR Program
implementation strategy.The Navy Lead RPM is assisted by supporting Navy RPM(s)who
oversees and coordinates the progress of specific projects. The Lead RPM is also in direct
contact with the State of California regulatory enforcement project managers(PjMs)from
the Department of Toxic Substances Control(DTSC)and the Regional Water Quality
Control Board(RWQCB),and community members from the Restoration Advisory Board

EXECUTIVE SUMMARY
(RAB). The Lead RPM consults with Contracts,Remedial Technical Managers,and Legal
Counsel as necessary. To assist the Navy Lead RPM in the implementation of the IR

Program strategy on the day-to-day level are the Project Management Team and the
Support Team. The Project Management Team consists of the Navy's contractors
supporting the IR Program. The Support Team comprises specialists mainly from
Southwest Division,Naval Facilities Engineering Command(SWDIV) that provides support
functions in the areas of health and safety,construction management,administrative record
maintenance,and public affairs.
The current IR Program implementation plan for WPNSTA Seal Beach is depicted on a
master schedule developed by Bechtel National,Inc.(CLEAN II—contract task order 152).
The master schedule is consistent with SWDIV's NORM database and shows current
ongoing IR Program activities,and projections for key IR Program milestones.
Eleven recommendations for schedule improvements and considerations that span the areas
of procurement,implementation,and reviews are presented. Twenty-one recommendations
for programmatic improvements and considerations are also presented. They span the
areas of SMP future actions,environmental regulatory compliance,IR Program
implementation process,data management planning,wildlife refuge,and community
relations.
