SERVICES - SEAL BEACH BOULEVARD BRIDGE
WIDENING AT I-405, PROJECT #750
GENERAL DESCRIPTION:
The proposed professional project management services contract will provide project
management and oversight for the engineering services contract which includes planning,
environmental, and preliminary engineering services in conjunction with the City's planned
Seal Beach Boulevard Bridge Widening over 1-405 Project, #750.
DISCUSSION:
The City is proceeding with a project to widen the Seal Beach Boulevard Bridge over the
San Diego Freeway(1-405)to accommodate existing and future traffic needs. The project
will include widening of the existing bridge to accommodate six through lanes, auxiliary
ramp merge lanes, bicycle lanes, sidewalks, and median.
On January 11, 1999, City Council authorized the City Manager to execute a professional
engineering services contract with Robert Bein, William Frost, and Associates(RBF)for
planning, environmental, and preliminary engineering services in conjunction with the
City's planned Seal Beach Boulevard Bridge Widening over I-405 Project, #750.
Due to the complexity and time constraints of this project, staff recommends that
professional contract project manager be retained to insure the timely processing of this
project through the Caltrans project development process. The proposed project manager
will be responsible for: keeping the project on schedule; coordinating with Caltrans,
OCTA, utility companies, and other public agencies;tracking project budget and
expenditures; reviewing the engineering consultant's work product; and making periodic
reports to keep the City informed as to the progress and any issues or concerns that may
arise during the project development process. The expected duration of this proposed
contract will be one year.

City Staff determined that Gail Pickart, P.E. is the most qualified professional services
contractor to perform the proposed work. Mr. Pickart has successfully completed similar
contracts for the City of Newport Beach including the widening of the Birch Street Bridge
over the SR 73 Freeway and the widening of MacArthur Boulevard from PCH to the
SR73 Freeway. A proposal has been obtained from Mr. Pickart to perform the proposed
services at an amount not to exceed $45,000. Staff has reviewed the proposal and finds
that the costs are based on appropriate manpower estimates and competitive hourly rates.
FISCAL IMPACT
Funds for the proposed work, $45,000, are presently available within the City's 1998/99
budget. This phase of the project will be fully funded under the Measure M Growth
Management Area program.
RECOMMENDATION
City Staff recommends that the City Council authorize the City Manager to execute a
professional services agreement with Gail Pickart, P.E. to provide project management
and oversight for the engineering services contract which includes planning,
environmental, and preliminary engineering services in conjunction with the City's planned
Seal Beach Boulevard Bridge Widening over I-405 Project, #750.
