Badum, Director of Public Works/City Engineer Subject: MASTER PLAN AGREEMENT AND PROGRAM SUPPLEMENT—MARINA DRIVE BRIDGE RECONSTRUCTION, PROJECT #676 GENERAL DESCRIPTION: The Master Agreement is an agreement between the State of California and the City, authorizing the use of Federal Funds(HERR)for the reconstruction of Marina Drive Bridge. The Program Supplement defines the amount of funding allocation for design and construction for the Marina Drive Bridge Project, #676. DISCUSSION: The City is proceeding with a project to reconstruct/replace the Marina Drive Bridge using Federal HBRR funds. Previously, the city staff performed a field review with Caltrans staff to determine project work scope and costs. In May of'98 city entered into a service agreement with J. Muller, Inc. to provide bridge design services. A Master Agreement between the City and State of California must be executed in order for the City to be reimbursed for project expenditures at the agreed upon funding match rate. The Master Agreement sets the conditions for the City to receive Federal-aid funding, administration and oversight requirements, and city reimbursement rate. Program Supplements is the process by which the City reimbursements funding allocation within the State approved budget for the Marina Drive Bridge Project. The State of California allocated $5,000,000 for the design and construction of the Marina Drive Bridge. Of this amount, $600,000 is for design, environmental and r/w engineering with $4,200,000 for construction engineering and construction. Since Marina Drive Bridge reconstruction is a joint project between the cities of Long Beach and Seal Beach, each city must provide a funding match of 5.74%. The FY 98/99 CIP budget allocates $175,000 for city match. 1 AGENDA ITEM f. • • FISCAL IMPACT No fiscal impacts. Federal HBRR funds have been previously authorized by the State of California and $175,000 has been budgeted for FY 98/99 in 040-49676-044. RECOMMENDATION City Staff recommends upon a motion of the consent calendar, that City Council 1) Adopt the Master Agreement Resolution and 2) Adopt a Resolution, authorizing the Director of Public Works to approve Program Supplements within the allocated city match, pertaining to the reconstruction of the Marina Drive Bridge Project, #676. The Local Agency will reimburse the State for their share of costs for work requested to be performed by the State. 2. The Local Agency agrees the payment of Federal funds will be limited to the amounts approved by the Federal Highway Administration in the Federal-Aid Project Agreement (PR-2) /Detail Estimate, or its modification (PR-2A) or the FNM-76, and accepts any increases in Local Agency Funds as shown on the Finance or Hid Letter or its modification as prepared by the Office of Local Programs Project Implementation. 3. This Program Supplement will be revised at a later date to include other phases of work. 4. The Local Agency will advertise, award and administer this project in accordance with the current Local Assistance Procedures Manual. S.
